The Higgins Public Library was organized and sponsored by the Litera Club, a women's service organization, in 1937. The library survived a tornado, ownership changes, and the standard challenges of the 20th century to become the notable institution it is today in Lipscomb County. The library's mission centers on enriching the lives of the city's residents and prides itself on being the "heartbeat" of the community. It is part of the Harrington Library Consortium.
