HE IT RESOLVED HY THE
LEGISLATURE OF THE STATE
OF TEXAS:
Section 1. That section 19 of
Article 16 of the Constitution of
Texas be amended so as to here-
after read as follows:
"Section 19. The Legislature
shall prescribe by law the quali-
fication of grand petit jurors;
provided that the qualification of
no person for service on grand
juries shall be denied or abridged
on account of sex, and no person
shall be exempt from service on
grand juries or petit juries on
account of sex."
Section 2. The foregoing Con-
stitutional amendment shall be
submitted to a vote of the quali-
fied electors of this State at an
election to be held on the fourth
Saturday in September, 1919. at
which all ballots shall have print-
ed thereon:

"AGAINST the amendment to
the State Constitution qualifying
women as grand petit jurors."
Each voter shall scratch out
one of the said clauses on the
ballot, leaving one expressing his
vote on the proposed amendment.
Section 3. The Governor shall
issue his proclamation calling
said election and have the same
published and said election held
in accordance with this Resolut-
ion and the Constitutional Laws
of this State, and return shall be
made and the votes canvassed
and counted as provided by law;
anci it said amendment is adopt-
ed by the vote of the qualified
electors of this State, the Cover- [
nor shall issue his proclamation
as required by law.

known as Section 18-b, authoriz-
ing the Legislature to provide for
the establishment of health units,
land authorizing a tax in support
' thereof.
BE IT RESOLVED BY THE
LEGISLATURE OF THE STATE
OF TEXAS.
Section 1. That the Constitut-
ion of the State of Texas be and
the same is hereby amended, by
adding a new Section to Article
III of said Constitution to he de-
signated Section 48-b, reading as
follows:
"Section 18-b. The Legislature
shall have the authority to pro-
vide for the organization of
county-city health units and the
operation thereof and to author-
ize counties and cities to provide
a tax of not to exceed twenty
cents (20ct on the One Hundred
Dollar <S100) valuation of tax-
able property and counties and
cities for the purpose of financing
the said city-county health units;
provided that no such tax shall
be authorized except by a vote of
the people residing in the city of
county in which said tax shall
apply. The foregoing tax shall be
levied only on county valuations."
Sec. 2. The foregoing Consti-
tutional Amendment shall be sub
mitted to a vote of the qualified
electors of this State at an elect-
ion to be held throughout the
State on the fourth Saturday in
September, 19-19, at which elect
ion all ballots shall have written
or printed thereon:
"For the Constitutional Amend
ment authorizing the Legislature
to pass laws for the creation and
operation of city-county health
units and to authorize cities and
counties to vote a tax support
thereof" and
"Against the Constitutional
Amendment authorizing the Leg-
islature to pass laws for the cre-
ation and operation of city-coun-
ty health units and to authorize
cities and counties to vote a tax
in support thereof."
Each voter shall scratch out
one of the said clauses on the bal-
lot. leaving the one expressing
his vote on the proposed amend-
ment.
Sec. 3. The Governor of the
State of Texas shall issue the
necessary proclamation for said
election and shall have the same
published as required by the

BE IT RESOLVED BY THE
LEGISLATURE OF THE STATE
OF TEXAS:
Section 1 That Section 24 of
Article III of the State Const it ut-
ile amended to read as fol-
lows:
"Sec. 24. Members of the
State Senate and House of Re-

adjusted to the heat during the
latter part of the summer, says

& M. College. Now is the time
to watch your hogs to make
[xissible. a sanitary hog wallow.
It's better to handle the hogs
on dry ground in the summer-
time, rather than allow them to
tie in an old mud hole con
stantly. A concrete hog wallow,
he says, is better than the mud
hole. The wallow should be con-
structed out in the sun, but very
near the shade. There's a rea-
son for this. This way. a small
wallow will take care of a large
number of hogs. With the wal-
low out in the sun, the hogs
will net wet in it, then go im-
mediately to the shade and lie
down. A breeze will keep them
cool until they dry off.
On the other hand, if your hog
wallow is in the shade, you'll
fnd the hogs will stay in the
pool all the time. As many hogs
as possible will pile in, crowd-
ing out some that may become
overheated.
