1.1 PROJECT AUTHORIZATION. SCI UXO/OE Services (NASUS Holdings, LLC)
was tasked under Task Order 9, DACA87-99-D-0013 from the U.S. Army Engineering
and Support Center, Huntsville to safely conduct an Ordnance and Explosives (OE) Time
Critical Removal Action (TCRA) at the former Camp Wolters, Mineral Wells TX on the
property of Mr. Scott Jeter. Mr. Jeter had plowed a six-acre field on his property on May
12, 2001, and in doing so, uncovered two hand grenades. He reported these grenades to
the local authorities and the Fort Hood Explosive Ordnance Disposal (EOD) team
disposed of them.
Mr. Jeter plowed the same property again on May 14, 2001, and uncovered six more hand
grenades. Fort Hood's EOD team once again came to the site and disposed of the
additional hand grenades. The Fort Worth District of the US Army Corps of Engineers
(hereafter referred to SWF) was notified on May 15, 2001. On May 16, 2001, SWF,
local law enforcement, and State environmental personnel visited the site and found
another hand grenade. During that visit, the landowner and local law enforcement
disclosed that an additional four grenades had been found at the site. The inventory of
items found at the site included sixteen live MK II hand grenades, numerous grenade
launchers, and a large number of fragments.
On May 29, 2001, the U.S. Army Engineering and Support Center, Huntsville
(USAESCH), SWF, local law enforcement, state environmental personnel, the SCI
UXO/OE Services project manager, and the landowner visited the site. Another hand
grenade was found that day and was later disposed of by the Fort Hood EOD team.
A Time Critical Removal Action (TCRA) Review Board convened in Huntsville at the
USAESCH office on May 31, 2001 and determined that the Jeter property met the criteria
for a TCRA . This action was to be performed in a manner consistent with the
Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA)
Section 104 and the National Contingency Plan (NCP) Sections 300.120(d) and
300.400(e). In accordance with the above, no Federal, State or Local permits were
required. A copy of the contract Scope of Work is included in Appendix A.
1.2 PROJECT SITE LOCATION.
The project site is north - northeast of Mineral Wells via FM 1821 and Ledbetter Road.
