(or the Confederate veterans at
the national reunion, and the ap-
peal should meet with a hearty
response from every Camp
throughout the State.
Col. W. O. Crush, general
passenger and ticket agent of the
Katy railway company, is cited
M authority for the statement
that travel to Texas this fall is
greater than ever befoie known,
and that the majority who come
are without the usual return
ticket, dearly indicating their
intention of remaining.
Thkre are only four States in
the union which have more than
a million voters each, New York,
Pennsylvania, Ohio and Illinois.
At last year's presidential elec-
tion the total vote of Illinois was
only 40,000 less than that of
Pennsylvania, though by the fed-
eral census of last ysar Pennsyl-
vania had a total population of
6,300,000 and Illinois a total pop-
ulation of 4,600,000 only.
Under the new Alabama con-
stitution all white men may be
registered; as 00 per cent of the
whites will be registered as old
soldiers and the others as prop-
erty holders or under the char-
acter-intelligence clause. Com-
paratively few negroes can be
registered, because they are
neither old soldiers nor the de-
scendants of old soldiers and
lack the educational qualifica-
tions required.
An opinion recently rendered
by the Attorney Oeneral as to
the eligibility of tax-payers who
may vote in an election relating
to the issuance of bonds are that
not only those who pay taxes on
real estate, but also those wbo
pay taxes on personal property,
▼iz: merchants and those gen-
erally who are assesssd on per-
sonal property. It appears also
that the tax rolls alone are not to
be relied upon to determine tax-
paying voters, but those against
whom assessments can be law-
fully made are equally qualified.
The Banner fully agrees with
the Hillsboro Democrat in its
contention that there is no or-
ganization in Texas that better
deserves the sympathy of every
true southerner and patriotic
oitizen than that of the United
Daughters of the Confederacy.
The women who constitute this
organization are worthy daugh-
ters of the heroes of and heroines
of the "Lost Cause" and their
mission is a noble one. The ob*

in their bylaws, ars: Historical,
educational, memorial, benevo-
lent and social; to fulfill the du-
ties of charity to the survivors of
the war between the states and
those dependent upon them; to
collect and preserve the material

A CONSPIRACY TO DESTROY.
Conspiracy to destroy an
enemy seems to be permissible
among business men, says the
Fort Worth Register, provided
the agreement is made and car-
riad out under the rules of a
stock exchange. A correspond-
ent writing from New York
makes the accusation, in a mere
matter-of-fact form, that "ever
since last Ootober, when the
Amalgamated directors seoretly
cut the dividend on that stock
from 8 per oent to 0, there has
been a systematic oampaign in
Wall street with the sole object
In view of pushing Lawson over
the brink of bankruptoy. He has
proved a harder man to beat
than his enemies expected, and
so the warfare has assumed
greater proportions than was
oontemplated when the cam
paign opened." The oonspiraoy
to destroy Lawson has so far
failed but he admits that he has
lost more than $16,000,000 of his
fortune in oonsequence of this
attack upon him.
The men who are engineering
this scheme of spoliation are
themselves millionaires, and their
millions arm them with the power
to carry out their designs. They
are oalled business men, and
among themselves they are
classed as gentlemen, if one of
them were told that he was i
common robber he would be in
suited; and the aoousatlon would
be unjust—to the robber. The
highwayman, the sharper, the
piokpooket, do their- work for
gain. There is nothing vindio-
tive about them. They do not
rob for the purpose of destroy
ing their viotim, but to get his
money. These New York busi
ness men and gentlemen are
banded together to crush an
other, not so much by robbing
him of his wealth as by destroy
ing it.
And the worst of it is that the
innocent Buffer in these stock
exohange gamblers' contests. It
is estimated that stock itf oo'pper
mines has depredated $200,000, •
000 in consequence of the bear
raids on such stocks, which they
ere beating down because Law-
son is the oopper king. Men and
women have been ruined who
have no hand in the fight. They
cannot help themselves. The
law that fails to proteot them
against such conspiracies, and
to punish the men who plan and
carry out such schemes of des-
truction, falls short of the pur-
possoflaw. Thewrsoksr is an
snemy of soeisty, and deserves
the penitentiary.
The Greenville Herald is pleas-
ed to observe that ssveral news-

of applying the merit systsm in
seleoting the employes of the

"This question was discussed in
the Senate of the Twenty-Seventh
Legislature and it was the ma-
jority opinion that the publio
service could be improved if
more consideration were given to
competency and fidelity and less
to political favoritism, or reward
for campaign services. The Her-
ald would like to see civil servics
applied to department and other
employees of the state govern-
ment,"
