ist and an old contractor^ is on bis
way to Chihuahua in charge of our
old time friend Col. J. H. Britton.
If he fails to see all the sights it
will be because the wit and fun and
frolics of other days no longer finds
an abiding place in the bosom of
Jim Britton. As we knew him he
was ' not only witty in himself but
the cause of wit in otheis." As of
interest ''ye p< ncil driver" ''caught
on" that Cap:ain Long, one of the
court house contractors, was to have
been here this morning but sickness
in his family detained him; he will
be here this week, wheti the court
house and jail contracts will be
formally inaugurated and com-
mence to "materialize." We learn
that the lumber contract has been
awarded to 0. T. Bassett, of this
place and the jail contract to Buch-
anan & Larkins, thus giving to El
Paso people nearly all the benefits
to accrue out of the courthouse and
jail contracts.
Mayor Magoffin received a tele-
gram from Col. Withers, of Sun
Antonio, on yesterday morning,
announcing the death of Major
Joseph E. Dwyer, of San Antonio,
and to come at one. Major Dwyer
and Mayor Magoffin were brothers-
in-law. Few men in western Texas
were better known than Major
Dwyer, having been a resident of
San Antonio and vicinity his whole
life, and identified with all public
enterprises, lie was also known as
a prominent politican, having been
a delegate to the national conven-
tions of the democratic party for the
last twelve years. Major Dwyer
was one of the institutions of San
Antonio, and will be mi?sed more
than any other citizen. For several
years the Major has been troubled
with heart disease, and we suppose
that was the cause of his death. Our
Mayor Magoffin left on the first
train after receiving the telegram for
San Antonio to attend the funeral
A Jewish lady having just arrived
desires a situation in a first-class

From a letter just received from
Mr. W. M. James, of Lightbody &
James, we leum that the heat has
been almost beyond description in
New York, some days scores of
people being prostrated with heat.
Mr. James expects to be back in El
Paso shortly, with an immense
stock of goods.
Arkansas' Oflicial Returns;,
Little Rock, September 14.—'The
official returns show the vote cast
for governor of the state election to
be: Hughes, democrat, 99,972;
Bales, republican, 55,836; Hughes'
majority 44,125.
An Ordinance.
Be it ordained bv the City Council
of the City of El Paso, Texas.
That it is necessary for the public
interest that a good and substan-
tial sidewalk be made on the east-
erly side of Campbell street from
San Antonio street to Saint Louis
street.
Section 1. It is thereiore ordain-
ed that such sidewalk be, and the
sams are required to be made and
built by the owners of property
fronting on said easterly side of
said Campbell street to have the
sidewalk in front of their property
made, an 1 built, and completed
within sixty days from the taking
of effect of this ordinance as follows:
That said sidewalk shall be made
of plank 1^ inches in thickness and
2 x]4 stringers; that said sidewalk
shall be laid according to the gradeof
Campbell street |or as near as prac-
ticable in the discretion of the City
Engineer and Committee of Streets
and Public Improvements, begin-
ning at said northerly side of San
Antonio and continuing on the east-
erly side of Campbell street to Saint
'Louis street, and of a width of six
feet. All of said sidewalk to be se-
cured by strong and sufficient fast-
enings on the inner side, and the
outer line of said sidewalk shall be
set by the City Engineer, and mark-
ed with instructions (in accordance)
of the City Council, with crossings
on the line of said sidewalk at the
intersectional streets; posts 4x4
and 5 feet in length to be sunk 2 feet
in the greund shall be placed at the
said corners of each and every in-
tersectional crossing.
Section 2. That the cost of con.
struction of said sidewalk shall be
defrayed bv the owners of the lot,
or part of lot, or block fronting said
sidewalk, and collected if necessary

side of Campbell street along the
line of said proposed sidewalk who
are required tD make and build a
sidewalk as get forth in stction No.
1 of this ordinance. And after sixty
days if they fail or refuse to corn-
ply with the provisions of this ordi-
nance, they shall be reported to the
mayor who shall summons them to
appear before him and show cause
why they fail to comply. And if
they fail to appear, or appear and
cannot show reasonable excuse for
failing to comply with this ordi-
nance, he shall fire them in any
sum not to exceed $.50. And should
the owners of such property fail or
neglect to construct said sidewalk
the City Engineer shall estimate
the cost of said sidewalk ana report
the fact to the* City Council, who
shall then contract for its construc-
tion, and when completed shall ren-
der the cost to the City Assessor
and Collector who shall assess the
same as a tax upon the pr perty
upon which said sidewalk ironts,
and give notice to the owners thereof
within one week after said sidswalk
is completed, by advertising in the
official journal of the city, and by
posters, that said taxes are due
and payable and may be paid with-
in ten days from and after such
publication; and if not then paid
he shall proceed to collectthe same.
That alter the expiration of said
last mentioned ten days, the said
Assessor and Collector shall levy
on so much property of such
owners on which said tax has
not been paid, as will be sufficient
to pay the same, and tbe notice of
sale, as is required in the sale of
other taxes, shall ba given; and if
the tax is not paid before the
day of sale the jsaid Assessor
and Collector shall sell said
property in tho manner and
under the circumstances and to the
same extent and subject to the same
conditions which are or may be pro-
vided for by the charter and ordin-
ances of said city,for the sale of real
estate iri the City of El Paso, charg-
ed with the payment of taxes im-
posed by said city, and the Oily
Assessor and Collector shall execute
a deed to the purchaser at any Buch
sale, which shall cormy a good title,
and the balance of proceeds of sale
after paying the amount due the city
and co.-tof sale, and 5 per cent, for
thefees of the Collector for col-
lection, shall be paid by the
city to the owner. And the
taxes so levied and assessed shall
be a lien upon the the property un-
til the payment of the same.
Section 4. The City Engineer
and Committee on Streets and
Grades shall superintend the con-
struction of all said sidewalk herein
above required to be constructed.
Section 5. That this ordinance
he in force and take effect from and
after passage end publication.

An Ordinance
Providing for the prompt collection
of the taxas levied fcr all purposes,
including public schools in the city
of El Paso, for the year 1884.
Section 1. Be it ordained by the
City Council of the city of El Paso,
that all persons or corporations as-
sessed for all purposes, and includ-
ing for the benefit of the public
schools of the city of El Paso, are
required to pay the taxes so levied
for all purposes, on or before the
20th day of October, A. D., 1884.
It is tbe duty of the assessor im-
mediately after this ordinance goes
into affect to publish a notice in the
official newspaper of the city re-
quiring all persons or corporations
liable for said taxes to pay the same
within the time prescribed above
and immediately after this ordi-
nance goes into effect make the de-
mand lor payment as required in
section 123 of the city charter.
Section 2. If any person, per-
be the duty of the assessor to imme
diately seize, levy upon and proceed
to self so much of the real estate
and personal property belonging to
such person, persons or corporation
as may be sufficient to satisfy such
delinquent taxes and costs, wbich
costs except as otherwise provided
in the city charter and ordinances,
shall be the same as provided by
general law of this State in similar
cases.
But when demand for payment is
required by the city charter, that
shall first be made, before any sale
or levy is made. Where no demand
is necessary the levy shall be made
at any lime after the 20th day of
October, A. D., 1884. The assessor's
notice having been published, and
sales made as in other cases, the
assessor shall note on his books tbe
date of demand and notice, but
falure to do so shall not invalidate
his sales.
This ordinance shall be published
by posting printed copies signed by
the Mayor and attested by the city
clerk with the city seal, in at least
three public places, in each ward,
and by making publication in one
issue of the city official newspaper,
and be in force from and after the
expiration of ten days from day of
publication. The city Marshal shall
see to it that the notices required
are posted at once, and report to the
clerk in writing for record, the date
of posting.
The cltrk shall rmke an entry of
the date of publication in the news-
paper.
