9-1-1 Equalization Surcharge Rate Change Effective March 1, 2012 Senate Bill 1, 82nd Legislature, First Called Session, amended the Health and Safety Code to change the 9-1-1 Equalization Surcharge to a flat rate not to exceed 10 cents per month for each local exchange access line, equivalent local exchange access line or wireless telecommunications connection. The actual rate for the equalization surcharge has been set by the Commission on State Emergency Communications at 6 cents for each local exchange access line, equivalent local exchange access line or wireless telecommunications connection. The effective date of the new rate is March 1, 2012. All Equalization Surcharge reports filed after April 1, 2012, will be based on a rate of 6 cents for each local exchange access line, equivalent local exchange access line or wireless telecommunications connection.
