Section 1. That at the next general
election of the State of Texas for the
election of state officers, or at a prev-
ious general election, In case » gen-
eral election for the state shall be
sooner ordered by the governor for
other purposes, there shall be submit-
ted to the electors of the State of Tex-

following amendment to the Consti-

as, authorising counties bordering
on the Gulf of Mexico to build sea-
walls by addlug Section 7a, so as
to authorise such counties to build
sea-walls and designate sea-wall
reclamation districts for the protec-
tion of life and property from storm
overflow, and to build or condemn
land for sea-wall and reclamation
districts, the county to have State's
tide to the roads and bay shore line
to low tide within the district, and
the right to Issue district bonds for
acquiring and developing the dis-
trict and building the sea-walls, and
when district Is developed as ‘own-
site to sell such portions of the land
as not reserved for public use by
the county.
He It resolved by the legislature of
the State of Texas:
That the following amendment to
the Constitution of the State of Texas
be proposed to the voters of the State
of Texas for their adoption In accord-
ance with law, and that the Constitu-
tion of the Slate of Texas be amend-
ed so as to add Section 7a of Ar

the Constitution of the State of Tex-

reserve to them, the power to pro-
pose laws and to enact or reject
the same at the polls, and to approve
or reject'At the polls any act of the
Legislature
Be It resolved by the l-eglelaturc of
the State of Texas:
That Section 1, of Article 3, of the
Constitution of the State of Texas, be
amended U> read :
Section I. The legislative power of
this State shall be vested in a Senate
and House of Representatives, which,
together, ahall be atyled "Tbe Legis-
lature of tbe State of Texas," hut the
people reserve to themselves power,
as herein provided, to propose laws
and to enact or reject the same at tbo
polls, and to approve or reject at the
poll* any law, or any part of any law
enacted by the legislature. The legis-
lature shall provide by law for sub-
mitting to tbe vote of the people, upon
the petition of twenty per cent, of the
qualified voters of the Stale the en-
acment of laws and the approval or
rejection of any law enacted by the
legislature.
Be It further resolved, by the lea-
flets XI, Hectlon 7a, of the Constitu-
tion, providing tor authorising coun-
ties bordering on the Gulf of Mexico
to build eea-walle.” Proclamation of
such election shall be made by the
Governor, as required by the Consti-
tution and the law, and there Is ap-
propriated out of any funds not, other-
wise appropriated the sum of five
