Downtown Proposals Under Attack
The newly formed "Save
Our City” (SOC) organiza-
tion will meet at 7 p.m.
Thursday in a continuation
of the battle over the
proposed Comprehensive
Plan’s downtown redevel
opment ideas.
Leaders of the group met
Monday night with leaders
of the Northeast Civic Club
and the Southeast Bellaire
Neighborhood Association
to discuss alternatives to be
presented to the Planning
and Zoning Commission.
Jim Gill, chairman of SOC,
said his group would
recommend to the commis-
sion that they give SOC time
to study P&Z’s findings,
giving the opportunity to
bring outside help in
drawing up alternative
plans.
The Chamber of Com-
merce, meanwhile, has sent
out 350 questionnaires to its
members, polling them on
their views of the downtown
proposals. Nearly all have
reacted unfavorably to the
proposals, which include the
closing of Bissonnet from
First St. to Bellaire Blvd.
and the creation of planned
development districts in the
downtown area.
Chamber president Bill
Knight said the Chamber
stands behind the master
plan of 1972, is “totally
opposed” to the closing of
any part of Bissonnet and is
"unalterably opposed” to the
proposed comprehensive
plan "as it now exists.”
“We know that basic
improvements are desper-
ately needed at the Bellaire-
Bissonnet intersection and
strongly urge our elected
and appointed officials to
resurrect their copies of the
Bovay Engineers' second
recommendation for im-
proving the Bellaire-Bisson-
net intersection," Knight

Friday will be a special
day for the Chamber of
Commerce, Texaco, the fire
department and the nearly
2,000 southwest residents
who have taken the weekly
course in cardio-pulmonary
resuscitation (CPR)-because
Friday marks the first
anniversary of the free
program.
“Had it not been for
Texaco, we would not have
had this course,” Chamber
manager Roger Westrup
says. Westrup praised the
work of Texaco’s Dr. H. E.
Hyder, who has been
instrumental in the success
of the program in its first
year, along with the
Chamber’s Public Safety
Committee.
The program, which con-
sists of a one-night course at
the Lions’ Hut each Thurs-
day, is run by four
instructors each night, usu-
ally along with Dr. Hyder.
But the course will be
missing one of its main
sources of energy after its
first year without Dr.
Hyder. He has stated his
intention to be relieved of
the responsibility of super-
vising the CPR program,
effective Nov. 11, since he
will be transferring to a new
position with Texaco at their
downtown office.
Helping out with the
program during its forma-
tive months have been the
Public Safety Committee,
featuring Bellaire General
Hospital director of volun-
teers Anita Buell, and
several Texaco and Ameri-i
can Heart Association in-,
structors. Bev Hood and)
Luther Atkins have also
been helpful in setting up
the Lions’ Hut for classes.

Football Winners Announced
Almost all the football
entrants as well as fans
predicted USC to win over
California and were shocked.
This week’s football winner
did the same, but won with
only that game wrong. She
is Mrs. R. Whileyman of
5631 Sylmar. The
football winner to appear in
the Oct. 26 edition was

Dates Listed For Plan Adoption
Here are the dates for the
projected calendar for the
adoption of the Comprehen-
sive Plan, zoning map and
ordinance.
Nov. 8: consideration of a
comprehensive zoning plan
and zoning map by the
Planning and Zoning Com-
mission.
Nov. 22: final adoption by
P&Z of the plan and map.
Dec. 8 and 12: workshop
sessions with Council on
adopted comprehensive plan
and map. Two sessions are
being contemplated and
alternate or additional ses-
sions would be set for Dec.
13 and 15.
Dec. 20: final debate,
reconsideration and redraft-
ing of the plan and map, with
final adoption by P&Z.
Jan. 2: receipt of final
recommendation from P&Z
by Council. Also, an ordin-
ance calling Council public
hearings on the plan and
map.
Jan. 24: public hearing by
Council.
Jan. 30 and 31: debate
and consideration of the plan
and map by Council.
Feb. 6: redraft and
submission of revised plan
and map after debate and
consideration.
Feb. 7: adoption by
Council of resolution of the
plan and map.
Feb. 6: appointment of a
committee by Council, con-
sisting of two P&Z members
and two council members to
meet with the city attorney
to draft provisions of the
amended ordinance, which
will be subjected to public
hearings. Their work would
begin with the city attorney
the next day, and would last
until Feb. 17.
Feb. 28: draft of enabling
ordinance, with submission
to P&Z, Council, and
publication. Council would
then pass an ordinance
calling a joint public hearing
with P&Z and Council on a

Judge Till To
Request
Extension
Justice of the Peace Paul
Heath Till will appear before
City Council next Monday to
ask for another extension of
the deadline that has labeled
his courthouse at 6500 S.
Rice a fire hazard.
Till will ask that the
deadline be extended until
his office has relocated,
hopefully late this month.
Approvals have been given
for a temporary structure to
be built at Gulfton and
Renwick, and the building is
now "in the process of
getting ready," according to
Gwen Zang, Till’s secretary.
The courtroom is tenta-
tively set to be ready Dec. 6
and the clerk’s office Dec.
19.

To View Film
OnRUDAT'
“Rudat” is the title of a
film to be shown at 7 p.m.
Wednesday in the Commu-
nity Building during a
workshop session of City
Council and the Planning
and Zoning Commission.
“RUDAT” stands for
Regional Urban Design
Assistance Team.
The film is being supplied
to the city through the work
of the Houston chapter of
the American Institute of
Architects. It concerns the
downtown redevelopment of
Wichita Falls and will be
presented by Charles Har-
per of that city.
