8t P"te robing, Dec. 1.—The peace

arrayed in the camp of the opposi-

was belli today and resolutions wore
adopted accusing the government of
the following uneonstltnlinnal and il-
legal actions:
The restraining of the political
rights ol citizens, and the prohibition
of eleetorial meetings; second, the
barring of employes of the slate zom
stvos and municipalities from partici-
pation in the efforts of the political
parties, contrary to fundamental laws;
third, the deprivation of large masses
of the population ol their votes by
means of senate orders, and, fourth,
the infringement of the prerogatives

Rawlings and the Negro Moore Hang-
ed for Murder.
Valdosta. Ga„ Dee. 4.—J. C Raw-
lings and Alf Moore, a negro, were
hanged here today for the muril *r of
Willie and Carrie Carter, in July,
1805. Rawlings in his last statement
declared that ills two sons, who are
condemned to hang Friday next, for
the same murders, had nothing to do
with the crime hut Moore insisted
that Milton Rawlings fired the fatal
shots’.
The crime for wnich J. C. Rawlings
and All’ Moore were hanged (oday
presented unusual features. Rawlings
and W. L. Carter were neighbors,' 12
miles from here. Both were Baptist
ministers. Several years ago a dis-
pute arose regarding lines between
their respective farms. Litigation
and had blood resulted. Carter was
wounded from amlutsh and ha*l Raw-
lings arrested. A few days later, on
June 13lh, 1905, a night attack was
made on Carter s home. Two of his
children were shot, and other hots
were fired, without effect, at Carter,
his wife and another daughter.
Rawlings and lie s ms were arrest-
ed, together with the negro, Alt
Moore. Moore confessed anil was
hanged with Elder Rawlings today.
Two sons of Rawlings will be,hang-
ed Friday, and the third lias noeii

The President and the Negro Soldiers.
The worst blunder the president
eptild make would lie a revocation of
the order ! I soil a i Jig the negro sol-
diers for complicity in the Brownsville
murders. lie mlu.it have proceeded
differently In handling the r-n.se, al-
though there was good reason for
handling it as he did, tor. as Acting
Secretary Oliver -ays: "These sol-
diers shot tip a town. All of them
refuse to tell anything about the".dis-
graceful affair at Brownsville, which
resulted in murder The companies-
are shielding tnurd'-rera. There are
men in the companies who are crim-
inals of the Worst sort. Every effort
possible has been made by the war
department to find the guilty men.
Inti, without avail. If these companies
were permitted to remain In the ser-
vice and were to shoot tip another
town and again endanger the lives
of citizens the war department would
be in an indefensible position.”
If it were to be shown that the or-

no one would refrain from applaud-
ing a courageous admission of error
and the rectification of it, hut in this
ease no such showing has been made,
and the change of front would be sim-

Tliat. sort of thing would b,e bad for
