Weedin, the Fighter.
That the bill will be vetoed is as
certain as anything in politics is be-
fore its actual accomplishment. The
bill originated In the council. Us fa-
ther is Weedin of Pinal, editor of the
Arizona Blade of Florence, and a
fighter of the old school. In the
course of his political career Weedin
has been fought in his ambitions by
Governor Kibbey, and Weedin Is one
of the best rememberers and best
haters that ever lived. He is a phil-
osopher of the “eye for an eye ami
tooth for a tooth” school, and If the
governor vetoes the Weedin measure,
the fur is going to fly in the council
chamber. :<j
Judgeship Appointment.
Away back in tho time of Ben Har-
rison there was a certain governor
of Indiana whose family connections
dovetailed with the family of Kibbey.
The favor of this certain governor wag
vital to the success of Benjamin Har-
risop in bis first baU(e with Gi;over
Cleveland in 1888. This governor,
whose name I believe was Thurston,
supported the frosty statesman of the
Hoosier state right loyally, and one
of his perquisites for so doing was the
appointment of Kibbey as judge of
the federal courts of Pinal, Graham
and Gila counties.
The Heney Court Record,
Soon after the Inauguration of Gro-
ver Cleveland a case came up for trial
In the court at Florence, in which a
woman was accused of adultery with
a member of a ’ well-known eastern
family. Defending the man was Fran-
cis Heney, now celebrated as chief
counsel prosecuting the millionaire
grafters of San Francisco. On the
first day of the trial the jury was
secured and considerable evidence
taken.
A Game of Hearts.
On the evening of that fateful first,
day Francis Heney dropped into the
Tunnel saloon. There he found a
number of tho jurors engaged in play-
ing the old-fashioned game of hearts.
Heney innocently dropped into tho
game. The next morning Judge Kib-
bey was quietly informed by some Mr.
Trouble cri the afTair, and Heney was
called before the court, openly cas-
tigated in his honor’s choicest moral
invective and fined $100.
Judge Removed by Cleveland.
A certain member of the present
council standing by heard the judicial
rebuke to the attorney. He went to
Heney with the information that while
be was playing hearts with the jurors,
Kibbey was eating tamales with the
buxom woman defendant in the case.
Heney, furious, lost no time in going
to Kibbey and making certain de-
mands. The next day, by order of

he now has engaged to occupy as his
place of residence during bis stay in
the city, and no reward will be paid
for discovery at such places under any
circumstances or by the persons re
siding at such places. No employes
or other person connected with THE
MORNING TIMES will be entitled to
the reward offered.
Sixth—These above conditions here
in stated will govern the entire chase.
Caution—The person claiming the
reward in making the capture MUST,
as stated in paragraph four, lay their
hand on tho shoulder of “Mr. Raffles”
and say these exact words: “You are
the Mysterious Mr. Raffles of THE
MORNING TIMES!” No other form
of Salutation will entitle the discov-
erer to the reward. Do not say: “Are
you the Mysterious Mr. Raffles?” or
“I believe you are the Mysterious Mr.
Raffles,” or "Pardon me, are you not
the Mysterious Mr. Raffles?" or any
other expression except the plain
words: "YOU ARE THE MYSTE-
RIOUS MR. RAFFLES OF THE
MORNING TIMES," and show the
latest copy of the paper at the time.
Mr. Raffles Is here only to furnish
amusement for the public and readers
of THE MORNING TIMES and the
little jokes he may indulge In should
be taken good naturedly by the public.
He has some hundred or more differ-
ent disguises that he uses to enable
him to elude the public, and he in-
vites not only the general public to
capture him, hut the police and the
special detectives as well. He will
visit the parks and public places of
amusement as well as the stores, and
it is up to you, dear reader, to get
busy and catch hint if you can.
Mr. Raffles will also be exempt from
capture after 12 o’clock midnight,
each day until his first, scheduled ap-
pearance the following day, therefore
you should watch THE TIMES closely
to learn where he Is to be found each
day and night. The Raffles special
photographer and Dr. Rucker are also
exempt, from capturing him. Thes-
above conditions are positive and
must be adhered to to the letter.
