OVERTURES FOR DE LEGATE SYNOD
1. It should be the aim of local boards,
preparing an overture to Synod for granting new build-
ings or other matters, to plan rost carefully and
economically what the real needs of the institulons are
and ascertain as closely as possible the approximate
cost oV same, employing, with the consent of the Board of
Directors, an able architect or other expert. (Cfr. "Ord-
nungen und Regeln, page 5, paragraph 8, #a).
2. The architect's fee and all and every expen-
diture caused by such building operations are part of cost
of building and must be included in the estimate.
3. Also necessary grading around new buildings,
sidewalks, etc., must be reported and estimates of cost
given.
4. The local boards should also report to
Synod as separate items what equipment, "Innere Einrichtung",
it any, they need for the new building, such as electric
fixtures, shades, desks, beds, etc., and the approximat -
co st of the same as accurately as it can be had.
5. No vague guesses by architects or contractors
or others can suffice for Synod's deliberations. If local
boards either :scalculate the cost or, after Synod has
given a grant, add to the original plans, thereby frustrating
synod's endeavors at budgeting, they themselves must bear the
responsibility for unpleasant consequences.
6. The present Board of Directors will not and
their successors should not allow any excess demands that
could have been avoided. Only where there is no reasonable
doubt that unforseen and uncontrollable changes in conditions
have brought on the increased demand, can such demands be
,ranted. In such cases, however, the extra expenses can be
allowed by Synod's board only upon issuance or a proper
charge order by the architect duly approved by the Coxi:ittee
on Buildings of Synod's Board.
