rigan Charge Them With
Instigating the Teat.
Associated Press Report.
' NEW ORPHANS December 16. As the
result of an alttnjjl to Inaugurate a test
of the so-called locke anti-racing law at
City park rare track 1 1 1 Is afternoon sev-
eral turfmen were arrested and charges
"were made against others. Palcldo Frl-
guero and K M .Sheffield bookmakers
were arrested at the track together with
V. V. Lyle acting hs manager of the
meet. Affidavits filed against Colonel
Heaslip president r the New Orleans
Jockey club and Edward "orrlgan the
veil known turfman charged them with
Biding and abetting the meet which. It Is
charged was started with the avowed
purpose of violating the lxcke law.
Mr. Corrlgan is not In New Orleans
Ynt the police aftsert that he was the ln-
isttgator of the meeting and claim that
they can hold hint responsible Colonel
Heaslip although president of the New
Orleans Jockey club which controls the
City park track came out In a state-
ment Haying he was opposed to the meet
and would not be connected with It In
any way. His position as president of
the club however. In declared by the po-
lice to be the grounds on which the affi-
davits were based although the club
jtassed resol ut Ions today against holding
the meet. Mr. lyle who had been given
lermisslon by t he club aome t line ago
to use the track for exerclsng his horses
held the meet Just the same.
Only one race was run and w as won
by May Cells. Quite a crowd gathered
around the bookmaker's booth when the
odds were posted. There were four
horses tn the race which was at a quar-
ter of a mile. Malcolm Billy Stride. May
Cella and Mr. Knapp ere the ntarters.
In the betting on the race May Cella
opened tip favorite ut 4 to 6 while the
other horses were held at 2 to 1. No at-
tempt was made to Interfere with the bet-
ting until after the race was run and as
0on as the result was announened and
an attempt made to cash the bets the
police became active They placed the
bookmakers along with Mr. Kyle under
arrest and all were taken to the Tenth
precinct station. Later affidavits were
made against Mr. (IcHslip and Mr. Cor
rlgan The matter now reus with the
courts. If the prisoners are prosecuted it
Is not likely that an attempts at racing
-will be made t lie lightest pen<v belli
a fine of H00. together with six months In
jail Otherwise It in believed that racing
will start again In New Orleans
No date has yet been set for the trial
of those arrested but it is probable they
will be given a preliminary hearing to-
jnorrow. It is understood tin more races
will be held until the courts decide these
cases.
