1 have never been one of those cltl-
tens who thought thai everything thhi
was In the republican prty and every-
thing bad In the democrat'e. The repub-
lican party necessarily has parasites. It
being composed of human beings. All
pernicious parasites should he eliminated
from all bodies whether they be human
or political.
Some of the press of Texas have pub-
lished an address. "To the Uepubllcans
of Texas" from what Is known as the
"Progressive Repabllc&n League uf Tex-
as" Before noticing this address in detail
one should consider the meaning of prog-
ress and progressive. What is known m
some places as a "fiddler" and m other
places as a sand crab progresses side-
ways; a crawfish progresses backwards:
while 1 understand that the fabled ani-
mal known as a "side-hill lancer" runs
round In circles. Intellectual beings pro-
gress straight ahead.
Consistency we are told. Is a jewel.
Apparently the Progressive Republican
league of Texas Is not composed of Jew elers.
The opening paragraph of their
address says: "It is also needless for
us to suggest thai the record of the so-
called republican party in Texas since
1891 to the present date is a record or
repeated blunders" and In the second
paragraph following. It suites "From ikks
to 1900 the party was under the match-
less leadership of Hon. E. H. R. Ureen.
but by the selfishness and un-
abated agitation of a cortetie of repub-
licans led by the national committeeman
his efforts were frustrated.
Therefore then part of this party fail-
ure is due to the efforts of the "matcn-
less" Green. It states In paragraph two
that "In 1IJJ under the leadership of the
national committeeman the party or-
ganization was forced to indorse a bolt-
ing democrat." Attention la called to the
fact that in 1IJ1. and from 18SS to ls.
the national committeeman for Texas
was a negro (Wright Cuney of CJalvestoni
and the present national committeeman
had nothing to do with the leadership In
those days.
In paragraph two this Intelligent ad-
dress of the progressive republicans says:
"In ISM the party under the leadership
of the present national committeeman
and 8tate chairman Indorsed the popu-
list party headed by Jerome Kearbjr. who
preached and advocated all the heresies
of the populist party including free coin-
age of silver -at the ratio of IS to 1
Reference to any newspaper file covering
the years from 1IH to 1S00 will snow-
that John Grant was a member of the
national republican committee and that
E. H. H Green was State chairman dur-
ing those four years and the fusion with
the populists was arranged by a "plen-
ary committee" of republicans composed
of E. H. R. Green John Grant and t:
H. Terrell who arranged the fusion with
a similar committee appointed by the
populists and the present State chairman
and national committeeman occupied
neither of the exalted offices which h
now holds Further Investigation will
show that the present national commit-
teeman and State chairman is not in-
debted to any member of the Progres-
sive Republican League of Texas for
having held these offices at any time
from the beginning until now and con-
aiders their political opposition as a char-
acter asset.
Paragraph 4 of the scintillating pro-
gressive republicans' address states that
the present head of the republican organi-
zation "began by arbitrarily calling the
republican convention t0 miles from the
center of population in El Paso." ThU
means according to Its language that
the convention was held 600 miles from
El Paso but Is probably as near as the
assembled intelligence of the progressive
republican league could come to saving
that the convention was held In El Paso
which was MS mllss from the center of
population. This is a point blank mis-
statement of facts to which onlv the
"short and ugly word" should apply for
the record of the meeting of the State
committee which called the convention- at
El Paso snd which was held In San An-
tonio win show that the Stats chairman.

Mactireaor of Houston brings to miud
the fact iliat Thursday last there appear-
ed in the Snn Antonio Fxpress an ac-
count of his visit to that city in the
course of which Mr. Mac'IreKor states:
"Through 1'nltcd Slates District Attor-
ney William H Atwell of Dallas Mr. Ma'-
Grepor sent Colonel Lyon word that he
would like to talk wlih him about the
party affairs in this State. The word
Colonel Lyon sent back was that he didn't
know of a single reason why he tLyon)
should confer with anybody about jk-
litical matters In Texas save the presi-
dent and trie president alone." could
not believe t:iat M: Mactlregor had made
such a deliberate misstatement which
could be defined In shorter language than
this but In order to ascertain the facts
I visited San Antonio. George D. Arm-
stead of the San Antonio Express who
wrote the interview with Mr. MacGreitor.
states that Mr. MacGreor did make this
statement to him. Jules Oppenheimer
the republican countv chairman of Bexar
county states that Mr. MacGrogor made
this assertion to him. No such requ-st
for an Interview came to me from Mr.
MacGregor William H Atwell 'he
United States district attorney at Dallas
states that Mr. MacGregor did not re-
quest him to ask an interview with me
and Lon M. Barkley. the postmaster at
Fort Worth who was present at the in-
terview between Mr. MacGregor and M".
Atwell states that Xr. MacGregor did
not request Mr Anvell to attempt lo ar-
range an interview wtth me. This state-
ment is given out merely that Mr. Mac-
Gregor may he placed in his proper lisht
before the citizens of his home State
and so far as 1 am concerned this is a
closed Incident. The citiiens of Texas
can Judge between the veracity of Mr.
MacGregor and the four gentlemen named
above. 1 have nothing whatever to do
with It.
Just one thing I object to in the re-
port of the meeting of the Texas Re-
publican league. The report In the Dal-
las News of February 23 says: "One
speaker asserted with an awesome ar-
ray of language that such reply (refer-
ring to a reply Mr. MacGregor had eivent
waa Just the variety Colonel Lyon would
have given to the same question." Now
I object to being classed and compared
with any member of the Texas l"Togres-
slve Republican league and serve notice
that 1 shall claim protection under the
libel laws of the State of Texas If any
c It I sen of Texas again uses me In any
such compara lve statement. The law
guarantees protection to every citizen of
Texas against harmful statements and
1 now claim the protection of the libel
laws of this State.
1 take this means of replying to the
hundreds of inquiries which have reach-
ed me from all sections of Texas asking
concerning my presidential preference.
At the present momevit the candidates
asking for the republican nomination for
president are the president Hon. William
H. Tsft Senator Cummins of Iowa and
Senator La Follette of Wisconsin. At
this moment my present preference is for
an unlnstructed delegation for I have
believed that those States which will
probably cast republican electoral votes
should be the ones to make first expres-
sion of their sentiment and this an-
nouncement is all that I have made to
date. My personal preference would be
for the nomination of Theodore Roosevelt
and should he become a candidate I shall
become a candidate for delegate to the
National convention and If elected I shall
vote for the nomination of Theodore
Roosevelt. It la my understanding that
President Taft through his manager
Charles D. Hilles has asked H F. Mac-
Gregor to assume the management of
the Taft campaign in this State. That is
entirely satisfactory to me but while
no man has greater respect for the high
office of president of the United States
thsn I have I do not grant to the presi-
dent of the United States nor to any
man the right to assail and attempt to
destroy the republican organization in
this State. I know what has been done
in the way of Improving the organization
In the State and any man who assails
that organization be his political affilia-
tions what they may need expect no
poltlical support from me.
It is always distressing to ttm neigh-
borhood when one attempts to clean a
cess pool without using an odorless ex-
cavator but unfortunately no une has

this date but I feel that the public should
be apprised of the misstatements -untamed
In the address of the so-called
"Progressive Republican league of Tex-

To the Republicans of Texas:
The undersigned colored republicans of
Houston Texas deem It proper to sub-
mit s statement of facts to all republicans
of the State in regard to the present re-
publican situation In this State viz:
Hon. H. F. MacGregor of this city has
been selected by President Taft's man-
agers to conduct the president's campaign
In this State and ws regard his appoint-
ment as one of the very best that could
possibly have been made under the cir-
cumstances. Mr. MacGregor Is a gentle-
man of high standard in business and In
political circles and possesses the confi-
dence and respect of all who know him.
He haa not been mixed up In any of the
Uctional quarrels and partisan fights that
have occurred during Colonel Lyon's man-
agement of the republican politics of this
State. Mr. MacGregor never sought the
position that he now holds nor did he
dream of being offered the position until
he waa invited to visit the whits House
at Washington. For many months prior
to his appointment thousands of repub-
licans throughout this State who wished
to see some one placed at the head of the
party held quiet conferences and agreed
that H. P. MacGregor waa about the only
leading republican of the State who would
be able to unite the discordant elements
of the party and one more build up a
progressive and a growing party which
may eventually be able to secure repre-
sentation in congress and. ia the State
and local government. The president's
managers patiently heard all that was
said on both sides in regard to the ap-
pointment of Mr. MacGregor and they did
not act hastily In the matter.
We also deem It proper to state the
reasons why the colored republicans of
this State have lost aU confidence In
the republicanism of Mr. Lyon together
with his ability to build up a progres-
siva and growing republican party via:
In 1S04 ths colored republicans of this
Stats had full confidence In Colonel
Lyon and they aided him to secure both
of his positions as 8tate chairman and
Stat member of ths National republican
executive committee. Ha promised to
appoint some -of the leading colored- men
who supported aim to preferential Fed-
eral offices but after he felt secure In
both his political positions ke violated
all his promises.

supporters nominated democrats for gov-
ernor at the head of their called re.
publican' ticket. This- was Either done
because Colonel Lyon had no republican
within his organisation of sufficient ability
and Influence to head Ills ticket or else
he and Ins supporters preferred demo-
crats. Mr. J. O. Terrell who was Mr.
Lyon's last nominee for governor two
years ago declared In his speech opening;
his canvass that the republican party of
Texas had eliminated the negro from aU
voice and represcmanon within ths party
and that as the republican party of Texas
was now in fact a white man's party he
was w illing to act with It and believed
that tens of thousands of democrats
would follow his example but before the
close of the canvass Colonel Lyon found
that neither democrats nor whits repub-
licans Intended te give his ticket any sup-
port. He therefore issued a circular let-
ter to the colored. people In which he vig-
orously waved "the btoodv shirt" and re-
in Inded them that they owed their lib-
erty nnd the ballot to the republican par-
ty; that the democratic party had always
refused lo grant them any political rights
and therefore they should solidly support
his so-called republican Stale ticket.
When Colonel Lyon became State
chairman he had at least 1S5.O0O voting
republicans of the State ready to follow
his leadership. Both of President Roose-
velt's administration and also about three
years of President Tafi's present admin-
istration gave him complete control of the
Federal patronage of this State and Fed-
eral officials liberally responded to all
appeals he so often niado ihem for con-
tributions to aid him in the upbuilding of
the republican party of this State. A
number of republicans who are non-
ofrtee holders have also made liberal con-
tributions when Colonel Lynn called upon
them for such aid. 1 Hiring the past
twelve years he has had opportunities
that no other republican state chairman
has had to build up a growing and a
progressive party and what has been the
result? At the last state election his
State-ticket headed by II. O Terrell re-
ceived only Ji.OOO votes and this Vote
was largely made up "f Federal office
holders their employes relatives and
close friends. We have now in this State
at least 250. 009 republicans who under
wise and able leadership would soon eev
cure representation fti congress and in
State and local government hut the great
hody of these republicans have repudiated
Colonel Lyon and refused to follow his
leadership. They have weiched him in
the balam-e and found him wanting in all
of the high elements of chsracter which
are required of an alio and successful
political leader.
In conclusion w-e now call Uwn aU col-
ored republicans to io - in perfect har-
mony with white repr.'Mlioans in the up-
building of a growing and progressive
republican party and in the securing of
a solid . delegation from this State
pledged to 'support the nomination of
President Taft for the presidential nomi-
nation at the coming National republican
convention to be held a; Chicago in June
1912.
