AUSTIN Texaa January 18. Changes
in the tariffs on cotton gin machinery
irrigation machinery and salt were for-
mally agreed upon by the railroad com-
mission today and advances In all of
them were allowed. The commission is
now considering the general tariff of class
rates.
Changes in the tariff to apply to junk
grain and flour have been tentatively
agreed upon but they will not be made
public until final action has been taken.
The tariffs on salt cotton gin machinery
and Irrigation machinery are to be issued
at once but not until the figures are put
together by the rate experts will they be
available. i
It probably will be several days before
any definite announcement relative to the
class tariff will be made. The commis-
sion has taken up the class rates as they
constitute a large per cent of the freight
charges in Texas and consideration of
them in response to the carriers' petition
for advance rates would generally tend
to show that the rate making body will
canvass the whole field and probably
make advances In many directions.
The commission is working out the
problem according to Its own Ideas and
it is -probable that the advances and
method of increasing rates will not be as
desired by the railroads.

WASHINGTON .January 18. Former
Governor Colquitt's reply to Representa-
tive Henry's remarks on the floor of the
house last week reached Washington to-
day and called forth a rejoiner from the
Waco congressman. Mr. Henry said:
"I have just carefully read farmer Gov-
ernor Colquitt's reply. He promptly re-
sorted to what Is technically known as
a plea of 'confession and avoidance.'
"He thus admits the charges that real-
ly condemn him and tries to Justify tils
course as governor against Mexico.
"Instead of endeavoring to pick a quar-
rel with the administration the country
will think he should have co-operated
with Wilson as Ferguson is now doing.
The president was patriotic and was and
is trying to keep out of war and deserves
the former governor's support.
"It Is evident that Mr. Colquitt in his
Interview having made a wholesale in-
dictment against the acts of the demo-
cratic party in power at Washington is
now trying to 'throw dust' In the peo-
ple's eyes about Mexico while he 'cottons
up' to the standpat republicans. This Is
his usual ruse but the intent is trans-
parent. .
"It is Interesting to not! that be com-
pletely dodges the Issues and runs away
from the inexcusable charges against the
democratic party put In the mouths of
standpat republicans by his deplorable
holiday Houston interview."
AGRICULTURAL
BULLETIN OUT.
The department of agriculture's annual
estimate of farm cattle in the country
January 1 Issued today shows 21988000
milk cows an Increase of 3.4 per cent
over 1915; 39.453000 other cattle an in-
crease of 6.4 per cent; 491620(10 sheep a
decrease of 1.6 per cent and 68947000
swine an increase of 53 per cent.
Horses numbered 21166.000 a decrease
of one-tenth of 1 per cent and mules
numbered 4565000 an increase of 1.9 per
cent. The total value of these farm ani-
mals was placed at 16002784000 an in-
crease of $33531000 or six-tenths of 1
per cent over their value on January 1
1915.
The decrease In the number of horses
was 29000 and is partly due to the de-
mand for mounts for the European
armies.

ment In railroad business (luring the last

In Houston from New York Tuesday.
"I don't know how long this will las'.
but we all hope for a long time. The
railroads have been having a very diffi-
cult time and consequent their credit
lias been poor. Other business has also
been considerably revived and in tim;
the railroads should be on a more paying
basis."
Asked about his opinion as to the prob-
able outcome of the hhreveport rate i ase
he expressed a view apparently adverse
to the Texas interests. "I think the de-
cision of the supreme court could not
have been otherwise" he said. "It was
just a starter and It so happened that the
action was started against Texas.
"The constitution permits Texas and
all other States to regulate Internal af-
fairs by the sovereignty of the Stales
but no State has the authority to regu-
late the affairs of another .Slate."
Judge Lovett was accompanied by Mrs.
Lovett and Mr. and.. Mrs. J. C. Stulibs.
They are en route to California on a
pleasure trip.
Mr. Stubbs declined to be Interviewed
saying he had retired from the railroad

tion to make It unlawful for any Inter-
state common carrier to buy the stock
or corporate property of nny other cor-
poration without the consent of the Inter-
state comineive commission is proposed
in a bill introduced today by Senator
Norris. republican of Nebraska. Officers
of railroads would be made financially re-
sponsible to stockholders for losses In-
uurred through illegal acts.
Senator Norrls said the hill was sua;-
K'ested by testimony taken by the Inter-
state commerce commission In investigat-
ing the New York. New Haven and Hart-
lord and the Frisco and Kock Island
roads.

Was Among Most Prominent Law-
yers of East Texas Retiring
About 18 Months Ago.

J. Townsend Sr. for ninny years one of
the most prominent attorneys In Kast
Texas died at his residence on South
First street at 6 : 4 G tonight of heart
fnllure.
Judge Townsend was born February 27.
1850. and moved to Angelina county while
a young man. For many years he was
associated with Judge R. J. Mantoolh In
the practice of law In Lufkin under the
firm name of Mantooth & Townsend do-
ing an extensive practice.
Tfo had been out of health for three
years and retired from active practice
about IS months ago.
I'ntll he divided his estate about a year
ago Judge Townsend was one of the larg-
est land owners In Angelina county his
holdings consisting of extensive timber
lands and several brick business houses
in Lufkin.
On November 14 1914 Judge Townsend
was very sick and he did not think he
could live. On that date he selected tho
pallbearers for his funeral and those
men will act In that capacity tomorrow.
The active pallbearers will be W. M.

Preliminary Hearing to Be Held
for Daughter's Murder.

PARIS. Texas January 18 The pre-
liminary trial of T. L. Walton charged
with the murder of Pauline his 16-year-old
daughter here last December will lie
held here some time tins week. The ex-
act date Is withheld on account of court
officials not desiring to have a crowd
present. Walton was returned to the Li
mar county Jull last night after having
been held at lireciiville since the day he
was arrested.

secured bv Hell and the latter's attorney

the war outlook resulting from the Derby
recruiting scheme and the compulsory
military service bill more particularly
their effect In assuring the prosecution
of the war to a successful conclusion. 1
