How Time Flies! These words are
written with sincerity and in a
true fratemal spirit. Our 1976 XXII
Convention is scheduled to begin
on Sunday, June 13, 1976 at the
Convention Center in Waeo, and,
therefore, our SPJST By-Law
Committee will háve to meet NOT
LATER THAN October 13th, 1975!
Here we reprint Article 16 of our
present By-Laws:
Article 16.
(a) The By-Law Committee con-
venes immediately after adjoum-
ment of the convention and elect®
from among its members a presi-
dent, vice president, and seeretarý.
(b) The committee convenes not
later than 8 months before the
convention, deliberates and de-
cides on all recommendations for
amending the by-laws and may
also prepare and present its own
recommendations for changes, ad-
ditions or deietion of any articles,
and shall publish all recommenda-
tions of the committee in the
Věstník 2 months prior to the con-
vention. The committee on by-
laws, elected by the preceding con-
vention, will also function during
the convention.
(c) In the event additional rec-
ommendations are made, and if the
committee deems it advisable for
the purpose of considering and
dedding on such recommenda-
tions, the committee will convene
at least two weeks before the con-

(d) Motions for changes to the
by-laws must be submitted to the
seeretarý of this committee and
the seeretarý will insert the rec-
ommendations according to the
by-laws to which they pertain.
(e) The seeretarý shall imme-
diately forward all recommenda-
tions to the Vestnik for publica-
tion within 30 days after receipt.
(f) Motions may be submitted
either in the Ehglish or Czech
language and will be pubiished in
the language in which they were
received.
(g) Rejected recommendations
can be presented by an accredited
delegáte in the convention. during
deliberaťion of the respective
article.
Our lodges and members a.re
asked to bring their recommenda-
tions to the attention of our By-
Laws Committee through the me-
dium of the by-laws seeretarý and
the Vestnik and here we call your
attention to the change of address
of the committee’s seeretarý. It is
listed in the second column, page
2, under By-Law Committee, Mrs.
Thelma Hrncir, 10610 Stonewall
Blvd., Corpus Christi, Texas 78410.
Please send your recommendations
for changes to the committee and
the Vestnik as soon as possible so
that they can be known to the
committee and also the member-
ship at large.
The committee is composed of
seven members — one from each
district) and is supposed to meet
and deliberate on the proposed
changes, without being prevailed
upoň from outside interests, re-
gardless of who they may be. This
committee must judge all proposals
on their merits and how these pro-
posals will benefit or harm our
Society.
This committee must, very ob-
jectively and strenuously strlve
to approach a democratic medium,
upon which basis our Society was
founded, so that it will remain a
truly democratically - represented
Fraternal Order.
