During that session, TFC delegates
accepted and passed the recommenda-
tion contained in my report to orga-
nize a statewide action team commit-
ted to exploring and reporting on the
many challenges and opportunities
that lay ahead for Texas fraternals.
That the TFC passed this recommen-
dation on October 23, National Make
a Difference Dav, seems verv fitting.
I believed then — as I do now — that
if the statewide action team ís success-
ful here in Texas, we could set a new
standard for fraternal development
that will be replicated in statě after
statě. Texas has the opportunity to
Se ad the way.
Update: The TFC directors voted
at their Fehruary 2000 meeting to
table ail activity with regards to orga-
nizitig the statewide action team.
C. Corporaíe identity Project
In response to the recommendation
issued by the Apríl 10 Publication
Commiííee Meeting and the directive
issued by the Aprii Supreme Lodge
meeting, the Editor s office began the
process of assessing the SPJST’s
image as defined by our current publi-
cations, including weekly newspaper,
advertisements, promotional materials
and correspondence.
By design, the SPJST Graphic
Standards project will be an important
link in reestablishing our Society ’s iden-
tity as a unique, unified and professional
fraternal benefit society. The SPJST
Graphic Standards manual will provide
direction on and example of how to use
the logo to create a positive image as
well as a consistent look and message in
our communication materials.
Update: At the January 2000 meeting,
the Editor s office presented the Supreme
Lodge with a proposed new logotype and
various applications for use.
4. 1999 Promotional Activities
In addition to the previously out-
lined projects, the Editors office
maintained an active schedule of
working with local lodges, districts
and management, providing assistance
on a range of printed and promotional
efforts. A total of 50 communication
activities, including the development
of the new SPJST internet web site,
were assisted by the Editors office in
1999. Thanks to all of our lodge
members and Flome Office personnel
who contributed to these initiatives.
Even with the efforts that are being
made in this area, there’s so much that
remains to be doně to enhance our
ability to communicate news, infor-
mation and meet the needs of our
members.
5, 2000 Publication Committee
Recommendations
The Publication Committee met at
the SPJST Home Office on March 4,
2000 as authorized by Article 24 of
the SPJST By-Laws, at 10 a.m.
Committee members present were:

Krizan and I were also in attendance.
Following the meeting, the following
recommendations were issued by the
Publication Committee to the By-
Laws Committee and Finance
Committee for their consideration.
1. The Publication Committee recom-
mends that The Lodge Officers Workshop
be held in conjunction with the sales rep-
re sem ati v es meeting and. that it be
brought to the local district level, and
separatefrom the awards banquet.
2. The Publication Committee recom-
mends that the Presidenťs office také
steps as necessary to establish a chart
of judging criteria to be ušed for the
“Fraternalist of the Year” selection
process at the local and statě level.
3. The Publication Committee recotn-
mends that, Page 69 Article 95 add
SPJST Internet Web Site,
(a) The contents of the “ Vestnik ”
and the SPJST Internet Web Site are
managed by the editor, elected by the
Convention.
4. The Publication Committee sup-
ports the recommendation of the
Supreme Lodge to establish a 501(c)(3)
as a non-profit tax-deductible organi-
zation for the SPJST library and
archives fund.
5. Recommendation:
Explanation: Since the 26th SPJST
Convention in 1992, the role of the
Editor has evolved to encompass addi-
tional and significant responsibilities,
including the development and publica-
tion of promotional literatuře for the
SPJST on a statewide and local lodge
level and the development of various
projects and media relations, particu-
larly on a statewide level. AU of these
things being in addition to the honored
role as Editor ofthe Vestnik. Therefore,
let the recommendation re ad that:
“Effective immediately, the position
of Editor and Director of Communica-
tion, ” in cdl references.
6. Page 20 Article 28 Add Editor
“Members ofthe Supreme Lodge
and Editor assume duties of their
respective officers on January 1 follow-
ing their election; however, any newly
elected officer or editor elected by the
Convention in a contested election
involving the incumbent will assume
duties Judy 1 ofthe year ofthe election.
Any such incumbent officer or editor
being replaced shall be. relieved of his
duties June 30 and shall be pakl for the
remainder ofthe term. ”
7. After reviewing the increased
responsibilities undertaken by the
Editor during the last four years the
Publication Committee recommends a
salary of $60,000 based on his work-
load. initiative and commitment to the
society. If a new editor comes on
board, salary stays the same.
6. Communications Outlook
As previously stated, the Vestnik
reflects the positive aspects of member-
ship in the SPJST; however, iťs impor-
tant that we also acknowledge and
respond to the challenges facing our fra-
temal order. Accountability, innovation,
planning, and open communication are
necessary to ensure that SPJST’s stár
shines bright into the new millennium.
As co-partners in the SPJST’s long and
rich fraternal history, iťs up ťo us to
raise expectations, reawaken a sense of
urgency and charter a course to ensure
the growth and stability ofthe SPJST.

The officers considered publish-
ing an annual report separate for
1999 but decided not to since the
information in the pre-convention
report is required to be published
30 days prior to the Convention.
We felt some duplication would
