dential streets is now
one step closer to going

Bellaire City Council
last week scheduled a
public hearing for 7 p.m.
Tuesday, July 23 in
council chambers on the
first floor at Bellaire City
Hall, 7008 south Rice
Ave., to consider a
request from the seven
homeowners on the
north side of the 4900
block of Locust Street to
rebuilt- liicir homes for

can see the houses for
commercial develop-

effort and concern on behalf of James Crenshaw
and Christopher Hager following their automobile
accident in January.
We would like to be able to say a public “thank
you” to all the people in Bellaire and the southwest
Houston area that contributed to the boys’ fund at
the three Bellaire banks.
The efforts of the students al Bellaire High
School and the other individuals that responded to
the fund raising projects will always be very
special to us.
Words cannot express what all the care and
concern has meant to both families.

In the letter, the
owners say they want
the zoning change be-
cause “due to the con-
tinuing encroachment of
commercial interests in
this area of town, the
residential flavor of this
block on Locust has
deteriorated.”
In May, council ap-
proved construction of a
two-story shopping mall
on the south side of the
4900 block of Locust by
Bellaire developer Larry
Zomper.
The $l-million retail/
office strip center will be
the first new strip shop-
ping center built in
Bellaire since 1978.
The two one-story
houses on the south side
of the street, which were
zoned for commercial
use prior to council's
approval of Zompcr’s
project, are now being
torn down to make way
for Zomper’s building.
That will leave the
seven houses on the
north side of the street
facing a shopping
center.
Planning and Zoning
Commission chairman
Jim Bryant said the
commission requested
council schedule a
public hearing to review
the /.oiling change re-
quest because "the pro-
perty owners on the
street have requested
it.”
Bryant said no action
can be taken on the
requested change until
after the public hearing.
Also at the July 23
hearing, council will re-
view three more pro-
posed changes in the
city’s Zoning Code that
have been recom-
mended by the Planning
and Zoning Commis-
sion:
--Rezonc the one
block of Larch Lane,
which runs from New-
castle Drive to Bissonnet
Road, from townhoiise
use to a special duplex-
use district so that the
owners of the 32 du-
plexes on the street can
replace or expand the
existing structures on
the street if they want.
Currently, the owners
can’t make any improve-
ments to their properties
unless they tear the
duplexes down and
build single-family
houses or townhouses,
explained City Planner
Sara Jane White.
“This is to insure the
viability of that little
street,” White said.
Larch Lane was re-
zoned to commercial use
wnen City Council
abolished the city’s
duplex-use zoning
designation in 1980,
White said.
Then in 1981, council
rezoned the street for
townhouses because of
fear from homeowners
on nearby streets that
the street might go
