The Texas Railroad
Commission says gas
pipeline safety and dis-
tribution have been Im-
proved in recent years.
In at least 91 gas pipe-
line systems in the state,
more than 20 percent of
the gas purchased is lost
for one reason or anoth-
er. In city-owned sys-
tems, one In every five
shows a loss of 30 per-
cent of the gas bought.
The Railroad Commis-
sion has almost doubled
the field safety staff and
has set up it's eighth
safety district with head-
quarters in Abilene.
There has been sub-
stantial improvement in
76 percent of the 91
problem syitema, Re-
cording to the Commle-
slon, with complete or
substantial pipeline re-
placement accomplished
In 46 percent of those
systems. The Commis-
sion has asked its gas
utilities division staff to
prepare new, stricter
safety standards for
problem systems. 2.9
million Texas homes are
connected to gas pipe-
lines.
And, the active rotary
rig count In the Permian
Basin has reached a
modern milestone. Ac-
cording to the latest
Reed Rock Bit rig count,
509 rigs are working in
the Basin. This is the
first time since 1959 that
the rig count has topped
500. The all-time record
was 515 set in 1957, the
SWnT! The Weather
the Permian Basin.
With three months left
In 1981, a new all-time
record should be set by
December 31st.

YOU ARE YOUR BROTHER'S
BROTHER
A postcard arrived on my desk
one day with this simple message
typed on it:
"All men are brothers.
No one goes through life alone,
What we put :->to the lives
of otheib,
Always comes back into our
own."
This was not an exact quotation,
but near enough to pack a powerful
punch for me. "The Bell" that
tolls, tolls for us all, for we are
inextricably tied to every other man
and woman on earth.
To make that point crystal clear,
Jesus gave us the priceless story of
the "Good Samaritan." "Who, then,
is my neighbor" someone asks?
And the Divine answer is always the
same.
"Am I my brother's keeper?" the
murderer cried out to God. The
answer then, is the answer now-
"No, you are not your brother's
keeper -you are your brother's
brother!"
:vrm
You are your neighbor's neighbor,
my friend. Be good to him. for
Christ's sake, and in His name!
Paul M. Stevens
