CITY COUNCIL
REORGANIZED
Vote of the Recent Election Can-
vassed and New Officers
Installed
Last nights session of tho city coun-
cil was ono of moro than usual interest
from tho fact that tho nowly olectdd
aldormon had to bo installed and some
officers reappointed
Ono of tho first problems encounter-
ed was tho fact that there was no ono
in tho city government qualified to
administer tho oaths of office as tho
mayor and presidont of tho conncil
were both roolected and had to tako
the oath of office Judge Erwin was
called upon to administor the oaths
but that gentleman had a pressing en
gagement and could not bo on hand
until a late hour Then it was
decided to proceed with tho regular
business of tho council and have the
oaths administered later in the oven
Jug All the business of the old coun-
cil was transacted and still tho Judge
did not show up The tolephone was
used the Judge located and ho prom-
ised to bo up right away but before ho
came tho mayor got tired waiting and
suggested that ho could administor the
oaths of office to the other officers and
they in turn could elect a president of
tho council who acting as mayor pro
tern could administer the oath to tho
mayor Accordingly the oath was
administered to tho officers by Mayor
Bowers and tho program would havo
boon followed out as suggested had
not Judge Erwin shown up at this
time As it torminatod the Judge ad-
ministered the oath to Mayor Bowers
after tho council adjourned
COUNCIL PROCEEDINGS
The city council met in regular ses-
sion cts p m with Mayor Bunnra
presiding Present Aldermen Hunt-
er Johnson Manloy Temple Grant
Absent Alderman Dubose Tho fol-
lowing officers wore also present
Acting Oity Marshal Gus Moore Sec-
retary Sterne Olty Attorney Johnson
and Street Superintendent Wilson
Minutes of tho last regular meeting
were road and approved
A petition was read signed by
Gideon J Gooch Lucius Gooch and
other members of tho Gooch family
relative to certain cemetery lots Re-
ferred to the comotory committee
with instructions to investigate and
report at the next meeting
A report was received from tho spe-
cial committeo appointed to investi-
gate request from tho Episcopal
church to close tho alley adjoining
church property They reported fa-
vorably on the potition and tho church
authorized to close tho alloy provided
they get the unanimous consent of all
others who have property abutting on
the alloy
A petition from citizens of certain
territory desiring annexation to tho
city reported that tho majority of cit-
izens bad signed in fact all but two
living in the territory had signed and
they desired the city to take imme-
diate stops to annex tho said territory
Tho ordinance admitting this territory
having already been prepared by the
city attorney on motion of Alderman
Hunter tho rules woro suspended and
the ordinance was passed Tho terri-
tory admitted is doscribed as follows
Beginning at the city limit stake at
west ond of Reagan street rnns one
half mile to league lino west thonco
with leaguo lino north to city limit
stake at Mr Varaha gallery thence
with city limit line to placo of begin
ning
All bills approved by the financo
committeo were ordered paid and all
officers reports were approved
Alderman Temple reported the pro-
miscuous fencing in of lots in North
Palostino by parties using barbed
wlro which was a danger to poople
in that section as several of thorn had
run into tho wires and had been hurt
This brought up considerable discus-
sion and Aidorman Manloy related
how a horse his son was riding after
dark had boon seriously injured by a
wire stretched around a lot through
which ho was accustomed to ride Tho
city attorney whon called upon for an
opinion said there was no ordinance
covoring this matter but that there
was a state law governing the use of
barbod wiro requiring the use of a-
board as a blind otc The mayor sug-
gested that tho street committee look
into this matter Alderman Hunter
moved that the whole matter be re-
ferred to the ordinanco committee to
draft a suitable ordinance covering
the ovil The motion provailed
Alderman Manley then called the
attention of the council to the manner
jjpphich the outor or entrance doors

tlioy made the place a veritable fire-
trap and altogether unsafe He said
the doors should bo so hung that they
will swing out instead of in as a panic
on tho stairway resulting in a jim
would likely result in tho closing of
the doors and the killing of many peo-
ple in the crush that would naturally
ensue The Herald editorially called
attention to this matterseveral months
ago Tho quostion was referred to
tho fire committee which was In-
structed to take tho matter up with
tho lessee of the opera house with a
view to correcting the same
This finished the business of the old
council
Messrs Matthows Allon Jacobs and
Persons judges in the recent city elec-
tion under oath as to tho mannor in
which thoy had discharged their duty
delivered tho roturns of tho election
to tho mayor and ho appointed Al-
dermen Grant Johnson and Temple a
committeo to canvass the returns and
announce tho result They reported
tho following elected by the voto as
recontly published in the Herald
