PALESTINE
The City Is Determined
To Have Abated These Closets That
Are a Menace to Good Health
Extension of the Sewer
Plant Will Come After
the Connections
City authorities have agreed that
there arc other means of killing a dog
than by choking or words to that ef-
fect Therefore they have at last
adopted a plan of action in regard to
the sewerage problem that will result
In the proper connections being made
and the abatement of the overground
closets along the lines of the sewer
The city attorney is going into the
district court with an application to
abate each overground closet a3 a
nuisance and to compel the owner of
the property to connect with the sew-
er This of course applies to only
those persons residing In reach of the
sewer line
As the Herald understands It the
question has been investigated and
the city attorney and those who ma
assist him will certainly land on this
proposition and all violators of this
sanitary ordinance who fall to comply
will be hauled into the district courL
It may be that the court will refuse
to order connections made with the
sewer but It Is the belief that no well
informed lawyer will dispute the fact
that the court can abate as a nuisance
all overground closets on the sewer
line The city attorney In speaking
of the matter said this Is the only
course as it would be folly to leave
the matter to a jury in Uio city court
He wants the matter decided In a
court of law where a judgment
amounts to something It Is true that
this course will be expensive to those
who are sued but the city authorities
say they have trifled with this matter
long enough and if It should cost the
Individual citizen 400 or 500 to dpi
fend himself n n law suiL and
the costs It would be nis own I
In addition to this course he would be
compelled to connect with the sewer
or use his neighbors closet for the
old closet is going
In tills connection it might be men-
tioned that a great many people along
the sewer line who have connections
with the sewer have a separate over
ground closet on the premises for tho
use of their servants They had just
as well have no connection at all so
far as sanitary conditions arc concern-
ed and the authorities are going after
these violators and compel them to
abate these It is reported ns authori
tative that the sewer company charg
es nothing for this extra service
where the residence is connected The
extra closet is accommodated at the
price of one
The sewer company has expressed
willingness to make extensions If peo-
ple can be made to patronize the ser-
vice But If the sewer company falls
to make voluntary extensions the city
will be in a position to require such
extensions under proper regulations
And these extensions will be the next
move after connections where sewers
extend are made
The public health demands that
these connections be made and the
sewer service extended Tho Herald

sewer company to extend and give the
service that is demanded
The city attorney said this morning
that the above course had been decid-
ed upon but that ho had seen most of
those who have not yet connected
and they have expressed a willing-
ness to do so and that he hoped all
would connect promptly and thus
avoid the necessity for such a step
The city attorney is acting tinder the
direction of the mayor and the sani-
tary committee and they mean busi
ness
It is given as the opinion of those

astrous wreck at Intexo jesterday

The opinion at first was that the
switch had been tatn > ered with and
that it was probably thrown with the
Intention of canning a wreck but on
examination it was derided the wreck
was purely from accidentia causes
The theory Is that a north Itouml train
had a truss rod that wa dragging
and that It had fallen low enough to
citeb in the switch throwing it Thus
the switch whs left oHn to catch the
fln < t train from the north There was
nMliIng to indicate the switch had
been piiriiosely left open

Values In Anderson County
Have Increased Over One
Million Dollars Peo-
ple Get Benefit
I The county commissioners have
done a good days work today They
following order was entered on the
court minutes this afternoon
In view of the increased valuation
df the property of Anderson county
mounting to over one million dollars
the county commissioners reconsider-
ed the levy at forty cents on the one
hundred dollars valuation made at the
February term of the court and fixed
the levy at thirtyfive cents on the one
hundred dollars valuation
When It Is remembered that Ander-
son county was already enjoying an
extremely low tax rate this Is Indeed
a good showing for the county This
places Anderson county possibly at
Kite top of the column for low rate
taxation and the county has the dis-
tinction also of being one of the few
counties of the state operating on a
strictly cash basis Tax Assessor
Ben Jackson Is entitled to much of
the credit for securing this lower
tax rate for the county as his rendi-
tions showed a wonderful increase in
values The valuations show too
that Anderson county Is prosperous
and growing for without a good solid
growth no such Increase in values
could have been shown

heard the petition of Geo Harris et
at through their attorneys Green-
wood Campbell Sewell and Strick
land praying the court to refund ail
moneys and cost paid Anderson coun- >
ty and county officers by said above
named defendants ns fines assessed
against them charged with unlawful-
ly advancing money to pay poll taxes
which petition the court refused
This action of the commissioners
was In answer to the petition as
slated filed by George Harris et al In
the poll tax cases The next move
will likely be a suit In the district
court for the recover of the money
involved
In connection with the petition of
George Harris were petitions Trom
Uie other four defendants in the case
which makes the total amount sought
to be recovered something over six
thousand dollars The case will be
watched with much Interest by the
people of the county

London Aug 15 Dispatches from
Shanghai contain the interesting
news that Tsl Hsu Empress Dowager
of China has announced her determi
nation to abdicate on the next Chi
nest Now Year She desires to hand
over the cares of state to the emperor
and it Is stated that a secret decree
has been Issued calling a meeting of
the grand council to take action
