called the regular meeting to or-
der at 7:05pm with the follow-
ing council members present:
Jim Justus, Abel Reyna, Heidi
Hays, Doyle Parrish, Joe Har-
grove and Brad Thornhill. Also
present were: City Administra-
tor Margot Hardin, City Secre-
tary Jodie House, Chief of Po-
lice Greg Parrott, Public Works
Director Leonel Moreno, Matt
Sherwood of Underwood Attor-
neys at Law and Phil Elledge of
Johnson and Pace.

services and rates for certain
services of the City of Crosby-
ton; repealing conflicting sec-
tions of other ordinances; and
providing for posting of rates
in the City of Crosbyton - City
Hall - 221 West Main; Crosby-
ton, Texas.
Whereas, due to rapidly in-
flating costs, the City Council
of the City of Crosbyton, Texas
finds it impossible to conduct
the orderly business of the City
of Crosbyton and to provide
services as needed and demand-
ed by its citizens without an in-
crease in revenue; and
Whereas, the City Council
feels that the cost of certain ser-
vices should be borne primarily
by those persons using the ser-
vices rather than by the ad va-
lorem taxpayer, now therefore

Section Two:
All ordinance and agree-
ments and parts of ordinances
and agreements in conflict with
the terms of this ordinance are
hereby repealed. Provided
however, that all provisions of
other ordinances and council
minutes not in direct conflict
with this ordinance shall remain
in full force and effect.
Section Three:
Should any part of this or-
dinance be declares unconstitu-
tional or invalid for any reason,
the remainder of this ordinance
shall not be effected thereby.
Section Four:
The City Secretary of the
City of Crosbyton is directed to
post a summary list of all rates
and fees on the bulletin board.
This ordinance shall be in full
force and effective immediately
from and after the date of pas-
sage and posting.
VFIS - Accident and Sick-
ness Insurance for Emergency
Services: No action taken.
Adopt 2013/2014 Tax Rate:
Jim Justus made the motion to
adopt the rollback rate. Doyle
Parrish seconded the motion.
Motion carried. A public hear-
ing was also scheduled for Sep-
tember 3, 2013. A second hear-
ing will be September 10, 2013
and tax rate will be adopted at
the next regular meeting on
September 17, 2013.
Administrative Report: City
Administrator Margot Hardin
updated the council on the City
projects.
With no further business
before the Council, the meeting
was adjourned at 9:34pm.
