The long arm of govern-
ment is reaching out to
involve more people in its
grasp. We have reference to
the new "Child Care
Licensing Act of 1975”.
This law was passed by the
State Legislature in its
Regular Session and signed
by the Governor on June 21,
1975. The law goes into
effect Jan. 1, 1976.
Upon first receiving a copy
of the law, we became infur-
iated by the way it was
written with accompanying
remarks that seemed to
throw the baby out with the
wash. It appeared that the
traditional baby sitter could
no longer legally function in
the State of Texas. How-
ever, we took the time to
read the law through as well
as the accompanying “Bill
Analysis” and then made a
call to the State Pcparttaeet
of Public Welfare in Graham
with several questions for
the Licensing Representa-
tive, Ms. Linda Weber. She
was very cooperative and
even stopped by the office
when she was in the area to
discuss the "Child Care
Act" with us.
The original intent of the
law "is to promote health,
safety, and well-being of
children in child-caring
facilities; establish minimum
standards; keep the freedom
of religion inviolate.” In
several instances across the
state and nation, some child
care facilities from individ-
uals to large concerns have
been guilty of doing harm to
the child intrusted to their
care either physically or
emotionally, and both in
some cases. With this
purpose, we heartily agree
with the law. As is the case
in making laws, the wording
to cover all cases sometimes
seems to include more than
the intent was. The law
appears to bp a workable law
and will require those that
are regularly acting as a
baby sitter for income to
now be licensed. There are
provisions as we understood
from Ms. Weber in the form
of memo's on the law that
can best be interpreted by
the Child Welfare people.
We would suggest that
anyone that is planning or is
“providing care, training,
education, custody, treat-
.% merit, or supervision for a
/child who is not related by
blood marriage, or adoption
to the owner or operator of
the facility, for all or part of
the 24 hour day, whether or
not the facility is operated
for profit, and whether or
not the facility makes a
charge for the service
offered by it”, to contact the
nearest State Department of
Public Welfare representa-
tive and make sure you are
not putting yourself in viola-
tion of the law.

"Childcare" business. She

James Davis, purchased the
business and opened Davis
and Davis Lumber Co. for
business Monday morning.
Davis, a native of Archer
City d graduate of Archer
City High School, attended
Mid-Western University.
He purchased Texet Auto
Supply and has been in busi-
ness for himself for the past
six years. His father has
been the owner of Davis
Supply for the past 25 years
and is also a native of
Archer City.
The two plan to offer
Archer County residents the
best line of supplies in the
building industry and invite
friends and customers to
check out their quality of
materials.
Mrs. Elaine Abshier, for-
merly bookkeeper for NBC,
has been named manager of
the company. A graduate of
Archer City High School,
Polls Open Monday
For Liquor Election

Archer City residents will
have a chance to vote
Monday on whether to allow
the sale of alcoholic bever-
ages within the Archer City
limits.
A petition has been filed
with the County Commis-
sioners with sufficient
names, calling for an
election on the sale of
package liquor within the
incorporated city limits of
Archer City for off premise
consumption. The Commis-
sioners set the election
during their regular meeting
in November. Only qualified
voters living within the city
limits of ARcher City will be
allowed to vote in the “Local
Option Election” if they
have been properly register-
ed prior to the election.

Plans have been announ-
ced by the Chamber of
Commerce for the Archer
City lighting contest and
judging will be conducted
throughout next week. Win-
ners will be announced
Saturday, Dec. 20.
Six judges will tour the city
and will base their selection
on five points of merit.
When judging is completed,
winners will be named
according to the highest
number of points awarded.
Any decorated house or
yard is automatically judged
and owners need not
register for the contest.
Prizes for first, second and
third places will be awarded.

Proponents contend that
the legalizing of the sale of
liquor will bring in addition-
al revenue to the city of
Archer City. Opponents are
opposing any sale of liquor
within the city of Archer
City.
Archer City is presently a
“dry” area. At the present
time, alcoholic beverages
can legally be purchased in
the “wet” areas to the East
and North of Archer City at
Windthorst, Scotland and
Wichita Falls.
The polling place for the
Archer Chy voters will be
the Archer city Library in
the City HaH Building. The
polls will be open Monday.
Dec. 15 from 7 a.m. to 7

been set up at the Archer
City Post Office where boys
and girls may mail their
letters to Santa Claus.
All letters must be mailed
by Thursday. December 18
in order for them to appear
in the Christmas edition of
the Archer County News and
to insure their arrival to
Santa at the North Pole
before Christmas Day.

the completion of a delin-
quent tax roll for the school
district was approved Mon-
day night by the Archer City
School Board.
Other items on the agenda
that were approved included
ten new band uniforms for
the 1976-77 school term and
an addition to the board
policy regarding litigation
expenses. The latter
approval established a policy
for school funds to be used
in the event any legal action
should ever be brought
against the school.
At the dose of the meeting,
board members approved
the appointment of Mrs.

Fall, Mrs. Gordon Elmore,
Mrs. Rex Owens, Bobby
