al Monte Cuccoli, commander In
chief of the Austrain navy, in dis-
cussing the naval estimates before
the Austrian delegation today, em-
phasized the necessity of strengthen-
ing the navy because he was con-
vinced that strong navies would
scon appear in (he Aegeon sea.

al Mahmoud Mukhtar, who reached

bullet wound in the leg, received Ills
injury while riding to inspect the

ing a trench which was supposed to
he occupied by Turks, he discover-
ed too late that it held Bulgarians.
A shot from the Bulgarians wound-
ed Mahmoud Mukhtar and three

A bullet was extracted this morn-
ing and it is expected that the gen-
eral will recover in a week.

Belgrade, Nov. 20. —A semi-offi-
cial sLfitement denounces as un-
founded I lie report of cruelties per-
petrated by the Servian troops' on
the Albanians, which, it declares,
"are spread for the purpose of sup-
porting the Albanian aspirations."
The statement continues;
"During the fighting, measures
which may have been severe were
adopted, owing to the treacherous
attitude of the Albanian combat-
ants,. who, In many cases, raised
the white flag in token of surrender
and then traitorously murdered
Servian officers who approached
them.
‘‘Moreover, the Albanians ter-
rorized the inhabitants of the vil
lages and burned the houses. We
did not proclaim their misdeeds at
’he time, because the attention of
Europe was then centered on the
events of the war."
Arrest of Politicians.

man and foreign interests in Con-
stantinople, while awaiting the pub-
lication there of definite news re-
garding the war s progress arc
chiefly concerned in the large num-
ber of arrests of politicians and
writers belonging to the party of
union and progress.
According to a special dispatch
from the Turkish capital, the Ot-
toman government through a local
pi ess agency, lias Issued a state-
ment that only forty arrests have
I been made, that the sole reason for
j itese was a demonstration by I'ni-
1 versify students in front of the gov-
[ eminent offices.
i At first remarkable stories were
in circulation in explanation of ar-
rests. Aiming the influence of
Mussulman opinion, it was explain-
ed- that the unionists were plotting
to establish a republic. An attempt
i was made to divert Christian ami
foreign sympathy from the arrested
men by the circulation of the report
that the object of the organization
was to arrange massacres and blow
up foreign quarters at Bora,

and clumsily false that the Turkish
government felt itself constrained
to issue today's statement regarding
j the students. Diplomatic circles,
however, attributed tlie arrests to
a different reason. They believe
they vver due to the nomination of
i the Sultan at the behest of tlie un-
ionists of Mehmoud Shefket Dosha
as inspector general of the army.
This action was intended to accom-
plish the1 fall of the Ottoman cabi-
net.
Neither tlie public nor the coun-
sel for the defense was admitted to
tlie court martial which tried the
arrested unionists. This rigorous
action of the authorities is expect-
ed to suppress unionist opposition
for a long time to come.
