Laboratory services offered by
the Texas State Department of
Health have come a long way
since a State chemist and bac-
teriologist first began work at
the tail-end of the Nineteenth
Century.
Since then, needed services
have been added as the State
grew and progressed. During the
same period of growth, many
local health departments install-
ed their own laboratories to

laboratory services, especially
serology tests, was enhanced by
Selective Service Commission.
Quicker results were required on
venereal disease serological tests
because sending the samples all
the way to Austin and waiting
for results often took several
days — delaying the draft pro-
gram in some areas of the State.
Also, personnel at the local
laboratories became aware of
the need for greater standardi-
zation among the regional labo-

lished. As financing became
available the number of labora-
tories and services provided were
expanded, until today there are
22 laboratories outside of Aus-
tin serving nearly the entire
poplation of Texas. Areas with-
out regional services continue
to submit specimens for testing
to Austin.
The bulk of laboratory ser-
vices include serological studies
water and milk bacterialogy and
some identification of disease
organisms related to communi
cable disease control.
Biologies production — manu-
facture of vaccines — and rabies
identification, except in Hous-
ton, are performed solely in the
Austin laboratory.
Standardization is maintained
among the regional laboratories
with frequent seminars and
training sessions in Austin and
by standardization tests. Syphi-
lis serology is tested, for in-
stance, by samples distributed
for examination which have
been coded, so that the central
laboratory knows in advance
which are positive and which are
negative.
Scores are recorded. Each lab-
oratory must maintain a certain
percentage of correct examina-
tions.
Additional regional laborator-
ies are planned for the future.

IS LOVE OF FAMILY, FRIENDS AND GOD “OLD FASHIONED”?
Americans believe:
Communists believe:
That in our way
of life there are many things,
many blessings that have no
base in materialism — love of
home, love of family, patriot-
ism, loyalty to friends and de-
votion to God. These are all
integral parts of American
heritage and give satisfaction
and happiness which the
Communists cannot begin to
understand.
That everything
is material—if you can’t see it,
it doesn’t exist. The govern-
ment must teach the people that
love of home, and family, and
loyalty to friends are second-
ary to anything which furthers
the progress of Communism.
The people must discard God.
Materialism is the "be all”
and "end all” of Communist
endeavor.
ETERNAL VIGILANCE IS THE PRICE OF LIBERTY
To renew and awaken interest in our precious heritage of
Freedom, and its superiority over the Communist philosophy,
these messages are being published by the Texas Power &
Light Company, an investor-owned, tax-paying electric utility.
