Text of certificate: "Be It Known That The State of Texas Places the Name of Charles Frazier upon the roll of those who have rendered the highest service. The loss of his life in the service of his country in World War II will always be remembered by those who love freedom. In humble recognition of his sacrifice, the Legislature of Texas, in the name of its people, has directed me to acknowledge the debt of free men to him who have his life that others might live, and commend him to the living memory of Texans everywhere. In Testimony Whereof, I have hereunto signed my name and caused the Seal of State to be affixed at the City of Austin, this the 8th day of June A. D. 1945."
