THE GATHERING
STORM: The Arab cam-
paign among underprivi-
ledged nations to secure the
expulsion of Israel from the
United Nations General
Assembly at its 1975 session
- which opens within a few
weeks - is gathering storm.
Jewish organizations are
hardly in a position to
influence the situation in the
UN Assembly, but the Arab
insistence on the eviction of
Israel from the Assembly is
becoming a matter of grave
concern to the United States
government. The move is
now looked upon by leading
members of Congress, by
the Administration, and by
U.S. experts on interna-
tional affairs not merely as a
hostile act against Israel but
also as an open challenge to
the status of the United
States in the United Na-
tions.
The present Arab ma-
neuver in the UN is
regarded as aiming to

that it has no real influence
any longer in the United
Nations now, when the
underdeveloped countries -
which consider themselves
as an emerging “Third
World” - can, with the aid of
votes from the Soviet bloc,
muster anytime a majority
in the Assembly on any issue
they choose, disregarding
the sentiments of the United
States, or, for this matter, of
any large civilized demo-
cratic country.
The concern over this
situation has now found an
alarming expression in
opinions advanced by a
group of selected editors,
American experts on UN'
affairs, and specialists in
international law invited by
the Foreign Relations
Commmittee of the Senate
to “assess” the present
position of the United States
in the United Nations. The
Arab campaign among the
Afro-Asian and other under-
developed member states of
the United Nations to have
Israel expelled from the
General Assembly - against
the specific will of the U.S.
government - was high on
the agenda in the assess-
ment discussions. So was
also the fact that the
underdeveloped countries of
the “Third World” are - with
increasing frequency
assuming as the UN atti-
tudes hostile to the United
States and are over-
whelmingly approving there
resolutions opposed by the
United States.
U.S. WARNS ARABS: It
was agreed by all partici-
pants in the “assessment”
parley that the U.S. go-
vernment is today in a far
more difficult position in the
United Nations than at any
time. A picture also emer-
ged establishing that the UN
is not popular now among
the American people.
Recommendations made
by some participants in the
“assessment” included the

suggestion that the U.S.
should withdraw from the
UN Assembly deliberations
if the Assembly votes to
expel Israel. Another
recommendation suggested
that the U.S. should, in such
a case, freeze its pro-rata
contributions to the upkeep
of the Assembly.
Guided by the “assess-
ment” discussion, the Senate
now stands on record -
through a resolution it
adopted unanimously - that
if Israel is expelled from the
UN Assembly, the present
U.S. commitments to the
Third World nations in
volved in the expulsion will
be “reviewed” by the Senate
The resolution also contains
a warning stating that the
Senate may consider
“seriously” the implication
of continued U.S. member-
ship in the United Nations, if
the Assembly yields to the
Arab demand to have Israel
expelled.
THE OBSOLETE UN
SYSTEM: The expulsion of
Israel would actually consti-
tute a violation of the UN
Charter. The Assembly can
only vote on resolutions but
is not empowered to put
them into effect. Such
power is vested in the UN
Security Council only, in
which the United States can
use its “veto” rights.
But although suspension
from the Assembly without
recommendation from the
Security Council is definitely
illegal under the UN Char-
ter, the Assembly neverthe-
less did not hesitate to
exclude South Africa last
year from its session. The
threat of similar action this
year against Israel is there-
fore real.
The confusion is all due to
the present “one-country,
one-vote” system in the
Assembly under which the
smallest state - the name of
which may not even be
known to many of the
Assembly delegates - has
the same vote as the United
States, Britain, France and
other large countries. This
procedure - long obsolete
under the circumstances in
which the UN has grown
from about 50 state-
members at its founding to
more than 130 today - is still
in effect now even though
one can hear many in the
United Nations grumble
against it and demand a
reorganization in the voting
method.
The new member-states,
which today form a majority
in the Assembly, consist
mostly of underdeveloped
nations which acquired in-
dependence after the forma-
tion of the United Nations.
They were admitted to
membership in the United
Nations, despite the fact
that a great many of them
are completely ignorant in
world affairs - their chief
interest in the United
Nations being limited to
their own problems. Never-
theless, they vote on compli-
cated international issues
which their delegates hardly
understand; thus they in-
fluence situations which are
actually alien to them and in
which they are essentially
not interested.
The Arab attempt to
mobilize the delegations of
the Afro-Asian countries,
and of other underdeveloped
nations, to vote for the
expulsion of Israel in the UN
General Assembly is not
bringing the entire issue of
changing the voting system
in the Assembly more to the
forefront. In 1971, the
President’s Committee on
the 25th Anniversary of the
United Nations proposed
that small countries should
renounce their voting rights
and become associate mem-
bers; also, that any state
contributing less then one-
tenth of one percent to the
UN budget should become
an associate member with-
out voting rights. A resolu-
tion to this effect was
adopted also last April in
Congress, asking the State
Department to formulate
constructive U.S.proposals
to make the functioning of
the United Nations more
normal.
