POAGE'S RECORD
Obviously it is impossible for Congressman
"W. R. Poage to undertake to answer as extended
an article as that which was put out some days ago
concerning his record in Congress until he gets
home and has an opportunity to make some two
liour speeches. He is to be congratulated upon his
decision not to attempt to do so at this time but to
Temain where he is and continue to work for his
district in the remaining days of the present session
of Congress.
In fairness to him it might be well for voters
of this district to reivew the Congressional Record
themselves and then give Mr. Poage an opportun-
ity to defend his record. He may have made some
mistakes but what Congressman has not? Presi-
dent Roosevelt admits that he has made some.
Reference to the records might also exxplain
some of the "absences" reported in the recently
published article. Though last year Congress was
in session for' approximately nine full months and
even though Congressman Poage did come home to
j&et first-hand information as to conditions in his
district on three different occasions as is necessary
for a man to properly represent a district 1 600 miles
away he so timed his trips that he did not miss but
twenty-two roll calls during the entire year. Eight
of these were on the same day. Six of the others
were simply quorum calls.

ANNOUNCEMENTS
An unusually wet Spring during which twenty
inches of rain has fallen in an area which has had
van average rain fall of less than thirty inches per
year for the past twenty-five years has been con-
Vmcing evidence of the need of continud soil con-
servation work as is being carried on by the Bart-
lett Soil Conservation Service through the local
C.C.C. camp.
Carrying out of plans of the Bartlett Soil Con-
servation Association to establish a soil conserva-
tion district in this territory in order that the pres
ent work might be carried on permanently could
easily be the determining factor in maintaining the
fertility of the rich black topsoil of this section.
Their efforts should meet the cooperation of every
landowner in this watershed.
The plan of this group is commendable and
their efforts should not be allowed to drag. The
need is apparent now and this fall may be too late
to retain the personnel of the' present camp which
is the logical body to assist the farmers of this dis-
trict in their erosion problems.

I have your letter of the 14th
asking about the progress of the
appropriations for the payment
of tho cotton subsidies of 1937.
The appropriation has been made
but I am afraid that the payment
Will not be made in the near fu
turc as it should. In fact it should
have been paid some time ago
but since the law requires that
the money can not be paid until
compliance with the program is
shown tho Department of Agri
culture holds it is impossible to
know yet who has complied and
actually I think it is going to be
sometime next Fall before the
payments arc made.
An amendment was placed on
the bill just before it was finally
passed in February which Sena-
ator Smith said would require
immediate payments. It seems
to me that this amendment act-
ually obligated the Department
to make immediate payments
but they have held otherwise.
As a result there have been
several efforts including an a-
mendment by Senator Connally
which passed the Senate intend
ed to require immediate payment.
All of the Southern Represent
atives are in favor of such a
provision as far as I kn'ow and
we probably could get a favorable
report from the committee on
agriculture but for the fact that

consin who has sought on many
occasions to hamestring the

bill was brought on the floor

pared on an agricultural bill and
get the Senate to introduce a
provision for the immediate pay-
ment of these subsidies on such
a report (a conference report cani
not be amended and therefore
Mr. Boileau et al would not have
tno opportunity to repeal our
entire appropriation for pay-
ments as they would have if a
bill was simply brought on the
floor containing this provision).
'From this you will see that the
whole situation is one of un-
certainty but you can be sure
that all Southern Congressmen
nare doing all that they can to.
bring about immediate payment
.without at the same time
jeopardizing what .we have.

Austin June 2 New corpor-
ations chartered in Texas during
April increased substantially
both in comparison with the pre-
ceding month and the crrespond-
ing .month last year the Univer-
sity of Texas Bureau of Business
Research has reported.
Commutations from the records
of the Secretary of State show
a total of 160 new charters
granted during April an increase
or 11.9 per cent over the pre-
ceding month and a gain of 13.5
per cent over the like 'month last
year. Capitalization of the new
corporations $1889000 was
however 9.9 per cent under
March and 17.8 per cent below
April last year.
