We're giving up
too many rights
Dublin City Council had a difficult decision to make last
week on passing an ordinance regarding use of firearms in
the city limits. The basic point is no firearms - not BB guns,
pellet guns or paint ball guns - can be discharged in the
city limits.
.As it turned out after a vote, the city already has an
ordinance with those limits. The new one only changed
wording.
.Although the council did not express exactly why they
were opposed to the new ordinance, it appeared they
simply couldn’t go along with the BB gun and possible use
of a gun against a rabid animal.
Whatever the intention, they are to be saluted on standing
up for rights. Just because the state recommends an
ordinance does make it law although the ordinance
complies with state law.
It is troublesome that the state is telling the city
everything to do and then there is the tendency' to let
lawyers dictate what they believe the state wants. We’ve
given up too much local control, both at the city and school
levels.
The city is encouraged to stand their ground. We don’t
want anyone injured with a stray bullet or BB pellet or a
paint ball, but there is no law' to make life 100% safe. And
as one councilmember noted, the constitution guarantees
our right to bear arms and if we can bear arms, can we not
discharge them in a responsible fashion?

One more files for city council
Mayor Pro-Tem Gayion Craddock Friday filed for re-
electioryto his Ward 3 seat for the Dublin City’ Council.
There?iS one position for each of the four city wards.
Incumbent Aaron Locke has filed for place 1 while
former policeman Aaron Carney has filed for place 2.
Incumbent for place 2, Zac House, has not yet filed as he
said he is undecided.
Incumbent for place 4 is Melody Warner who said she is
also undecided.
Deadline for filing is March 8 with early voting to be held
at the courthouse annex April 26 to May 4 with an extra
house for election form 7i-7 on May 3 & 4.
Election is May 8 in conjunction with school and water
district elections.

What’s a degree worth?
Part of President Obama’s recent state of the union
message dealt with the cost of a college education
He spoke of getting colleges and universities to look at
their costs and having public service go toward paying off
those loans. He also spoke of expanoing Pell grants.
Unfortunately, these remarks have received little attention
from the news media. Obama noted it simply is not fair for
young people to come out of college deep in debt.
I seldom agree with the President but on this one issue,
he is speaking the truth without political bias.
The cost of a college education has simply gotten out of
control. It’s difficult to believe the costs involved and how
much those working at colleges are getting paid and how
large the staffs are. And there are doubts on just how
valuable a degree is and how much students learn at
college. The amount of time spent in class seems to be
dwindling with classes starting later in the semester and
ending earlier.
We have all heard of the pressures put on college staffs
and the expectations that they must get published in their
particular field and/or do research. The list of requirements
they face goes on and on.
I’m not really sure what has happened to the main
objective of educating young people. Naturally, everyone
wants the best teachers for their children and the more
well known the instructor, the bigger the clamor for he or
she is at the bigger name institutibns, and the higher the
pay.
So, it’s a never ending cycle as they want to advance and
who can blame them for that.
In the meantime, young people and parents are getting
caught in the crunch. Not only are costs getting higher but
what they get for their money is questionable - at least in
my mind.
Do we need all these students to go to college? Sure,
more education is important but it seems trade schools
and specialty fields have been dropped by the way side. At
one point in time just a decade ago, Texas schools offered
two tracts for graduation, one leading to a diploma for
those who didn’t plan to go to college and one for those
who wanted a more advanced formal education.
I firmly believe that students who are made to take
classes they don’t need or want is leading to an ever
increasing dropout rate. Teachers are forced to deal with
students who don’t want what they are teaching. It’s a
vicious cycle that leads to loss of good teachers and
discouragement of young people who can be productive in
fields that don’t require a rigorous classroom education.
There are so many career fields now that are just begging
for workers and many don’t require college but do require
training and there is big bucks involved. I certainly don’t
want to deter or discourage anyone from getting a higher
education but is that education affordable.
I know of many young people who are now so far in debt,
they’ll never get out. If you go to a private university, it is
even worse. We are fortunate that the cost for an education
in .Texas is lower than many states and the quality is
high.
Most parents simply don’t make enough money to save
up for their kids to go to college. It’s difficult enough to
have money for regular school expenses.
For thpse who need to borrow to go to college, a word of
caution, too many loans are being made available too easily
it appears. I’ve heard of loans that pay for everything,
including cell phones. Remember, it has to be paid back.
Some parents are able to save from the minute a child is
bom to help them with college expenses and many are able
to get scholarships. The problem with many scholarships
is that they only cover the first year. I would certainly
encourage those who want to give scholarships to consider
students already in college who need help.
And as several of my friends have discovered, there are
many scholarships out there, you just have to find them. A
lot of dollars are left undistributed, from what I’m told, as
there are no applicants.
I tried to save but the price went up faster than I could
save so my kids have had to work plus they were able to
get scholarships. live had to continue to pay but I wanted
them to get out ofjsehool without a debt.

Medicaid pay could drop
Texas doctors, dentists and hospitals could find their
Medicaid fees reduced by 1 percent if a budget reduction plan
forwarded by the state Health and Human Services Commission
is adopted.
HHS Commissioner Tom Suehs said health care providers,
including nursing homes and group homes for the mentally
disabled, could see a 2 percent reduction when treating
adults.
Stephanie Goodman, spokeswoman for the commission,
said the commission has not yet adopted the plan.
The budget-cutting proposal also includes reducing the
number of beds for psychiatric patients, postponing hiring
new food safety inspectors and trimming 10 percent from the
money that trauma hospitals receive from the Driver
Responsibility Program.
Suehs offered the $304 million in reductions after a request
from state leaders for agencies to find ways to trim 5 percent
of their budgets to meet a projected budget shortfall.
Lottery bid deadline extended
Texas lottery officials have added another 30 days to the
deadline for companies to bid on the contract to run the state
lottery.
The extra time was added because of possible information-
sharing between current lottery vendor GTECH Corp. and a
lottery consultant.
Gary Grief, executive director of the state lottery, said
companies now have an extra month to bid on the contract
while state officials investigate the possible collusioa
Perry seeks federal reimbursement
Gov. Rick Perry said he will ask the U.S. Department of
Homeland Security to reimburse Texas for holding illegal
immigrants awaiting deportation or serving prison sentences
for crimes.
Perry said Texas spends $13.5 million a month on illegal
immigrants, including approximately 9,000 in custody of the
Texas Department of Criminal Justice.
Perry said he intends to send a letter to Homeland Security
Secretary Janet Napolitano asking for the reimbursement.
More details on new jobs program
State officials have launched a new ‘Texas Back to Work”
project that offers incentive payments to businesses that hire
unemployed workers.
Earlier this month, Lt. Gov. David Dewhurst and Texas
Workforce Commission officials said as many as 15,000
unemployed workers could find jobs through the program
Texas companies will be eligible for $500 a month for four
months for hiring someone who is receiving unemployment
insurance or whose unemployment insurance benefits have
expired.
