I want to remind you of two very important events.
November 9 at the middle school library there will be a lunch and get-
together for all veterans. This is a great time to share some of your military
stories with die younger generation. Call 445-2555 and be sure to show up
for this wonderful experience.
November 11 at 3 p.m. on the City Library Lawn will be the dedication
of the Veterans Memorial Wall. This dedication for all veterans of all wars
is something for the citizens ofDublin to be proud of. Be sure to be there for
this marvelous event Those that stpy at home or are out of town will really
miss a spectacular dedication.
We are still in search of a City Manager. We do have one applicant who
may be called in for more review. This is not an easy time! It’s been very
time consuming and many nights away from home. We do want the right
person for the job, and the Council will continue until that person is found.
Last week's paper had an article from the Code Enforcement officer
saying that sale signs are not allowed on right of way land.
I have never seen so many signs on the intersections as I did last Sat. I
will assume those people did not read the paper. As the Code Enforcement
officer told you, this is against the law.
All changes to the zoning code must first go through the Planning and
Zoning Board Once they have reviewed your request they will present it to
the Council along with their recommendations. If the Council approves their
recommendations and it passes, then you can proceed.
Yes, the swimming pool project went into committee last Mon. night.
Also on that agenda was the lift station located on old Hwy 10 and Hwy 377.
Both projects are very expensive but have been needed for many years.
Volunteer and your list of friends will grow.
Buy Dublin first and always and Dublin will grow.
Have a good week and look after each other.
County jail passes
state inspection
The Texas Commission on Jail Standards earlier this month inspected))^
Erath County jail and found everything to be in order and was given a
certificate of compliance.
The inspector. Jack Semmler, reported no deficiencies were noted.
The county has been considering renovation and additions to the jail due
to overcrowding and having to house prisoners in other counties at
considerable expense.
Areas inspected include life safety, health services, sanitation, food
service, discipline, staff supervision, visitation, religious practices, exercise,
education and library, work assignments and commissary.
City Code Enforcement

mailbox. There are way too many
folks who are not taking this

think about it it really protects YOU
and YOUR FAMILY.
The ordinance 06-13-05-1 states
in part: Any building within the city
limits ofDublin used as a residence
or business shall have the correct
street address numbers attached on
the structure in a manner clearly
visible from the nearest street.
The street address numbers shall
be a minimum of three inches (3”) in
height each, and be placed on the
street side of the building. The
numbers must be of a distinctly
different color than the structure on
which the numbers are attached.
Any person who violates any
provision of this ordinance can be
considered guilty and possibly fined
between two and five hundred
dollars ($200-$500)
Now, if you don’t put them on
there it is in violation of the City
: and you could more than
likely receive# ticket for it. We will
have different' groups out to notify us
of all the houses that are in violation
and a bright orange door hanger
placed on your door will notify you
that you are in violation. Please, it
will only help you and your family
in an emergency so get those
numbers on your house and mailbox
and make sure we can see them
from the street. If you notice your
neighbor doesn’t have numbers on
his house then be a good neighbor
and tell them about it.

Debating politics
I had a great opportunity this past Thursday night to meet with a group of
graduate students at Tarleton for what amounted to a political debate.
The debate was in a psychology class that is involved in studying human
behavior and this debate involved sexism and feminism.
Essentially, the debate centered on whether or not a woman would make
a good president.
The debate when it was first discussed was to have asked the question "Is
American Ready for Hillary Clinton as President"
However, the discussion was made to encompass having a woman as
president.
It was a great discussion with just about everyone taking part and asking
very pertinent questions plus making good points.
The young lady who headed this up along with two others was Kristen
Menzel of DeLeon, daughter ofDublin teacher Vivian Menzel.
Also on the panel was Dr. March Tanter, an associate professor in the
English department at Tarleton.
The questions, - really topics - that were asked and discussed included:
"There are people who still believe that a woman's main priority should
be her children and taking care of the home. There are also people who
believe that a woman can do both. How do you feel about women entering
the field of politics?"
"Women are generally considered to be nurturing while men are
considered to be aggressive. What are your thoughts on this generalization
related to politics? Is it possible for women to be aggressive and powerful?"
"Would a woman approach the war in Iraq differently than man?"
"Are there feminine traits that would benefit a woman in a leadership
position? Are there also feminine traits that would hinder a woman in a
leadership role?"
"For the first time in our nation's history, it is possible that a woman could
become the leader of the free world. If this does happen, would she be a
positive or negative role model for young people."
"In the Middle East, women must wear a veil and be escorted by a male
family member in public, otherwise they risk being raped and murdered.
Clearly, women are severely oppressed as compared to women in American.
Considering, this, how do you think other world leaders would react to a
woman president? What kind of affect could this have on Americans?"
"Do you believe that women will support a woman president? Do you
thing that women will see another woman as a strong confident protector?
Or do you think that women would rather have a male president"
Some of those questions needed explanation and some of the answers
were slightly off topic but the questions and statements were very thought
provoking.
Dr. Thomas Dougherty, who conducts the class, noted he took a survey
before the panel discussion and found that the class was in the mid-range of
being sexist.
It was noted that it is not the first time a woman has run for president and
polls showing Hillary Clinton has strong support among African-American
women was mentioned.
The history of women in politics was discussed to give a foundation for
the discussion. It was noted that not all women have wanted to vote and some
in various cultures are still not involved.
A survey of the class noted all are registered voters and all have been
active voters. Age range of the class was from the 40s to early 20's. Tanter
noted this was an unusual class most college students are not interested in
politics and do not vote.
Dougherty said he believes once a woman is president, there will be large
number of women to become involved in politics, but it takes the first one to
get things started such as the first female student in previously all-male
institutions.
For the record, I don't have a problem with having a woman as president,
although I'm sure it's well known about my opinions on Hillary and her
husband.

Decision restores funding for
community college health coverage
Back in June, Gov. Rick Perry used the line-item veto to kill funding
passed by the Texas House and Senate that would have continued paying for
health benefits of most people who work at community colleges.
Perry's veto prompted criticism from community college employees, state
lawmakers, students and students' families who faced tuition and fee
increases to make up for the loss in funding.
On Oct 23, Petty, Lt Gov. David Dewhurst and Speaker Tom Craddick
announced an agreement to allocate $99 million for the state's share of health
benefits, a one-time $55 million transitional payment for fiscal year 2009,
and the development of an incentive funding program for community
colleges.
As part of the agreement the governor’s office said, community colleges
are asked to rescind tuition, fee or tax increases adopted for fiscal year 2008
and any tuition, fee or tax increases under consideration for fiscal year 2009
meant to offset the original veto.
Court hears Capitol tape case
Closed-circuit security cameras record human activity in the halls of the
state Capitol.
Texas' 3rd Court of Appeals heard arguments in the Texas Observer's
attempt to get access to videotape recordings of activity in the back hallway
outside the House Chamber on May 23,2005.
The Texas Observer, a biweekly investigative journal based in Austin,
filed a request with the Texas Department of Public Safety to view the tapes
under the Texas Public Information Act, a law that makes most government
documents available to all citizens.
The Texas Observer argues that it would be in the public's interest to
release the tapes, but the DPS has consistently refused, saying that releasing
them would compromise Capitol security.
What makes May 23, 2005, so interesting? It is the day Republican
activist and campaign donor James Leininger of San Antonio allegedly met
with lawmakers in the hallway when a vote on legislation to allow a pilot
school voucher program was up for a vote.
The Texas Observer wants to see if the tapes reveal interaction between
Leininger and lawmakers.
Now, after many months in the legal process, the matter may take the 3rd
Court of Appeals' three-judge panel days, weeks or months to rule on the
matter.
Agency to reduce license fees
The Texas Commission of Licensing and Regulation voted to reduce 21
licensing and registration fees.
Before lower fees can take effect, agency roles will have to be amended,
and that takes time.
Fee reductions range from 8 percent to as high as 80 percent and are
projected to exceed $1.3 million per year, the agency said.
Among proposed reductions:
• Barber licenses, from $90 every two years to $70;
• Master electrician and master sign electrician licenses, from $65
annually to $50;
• Journeyman electrician and journeyman sign electrician licenses, from
$40 annually to $35;
• Elevator contractor licenses, from $300 annually to $ 115;
• Combative sports contestant licenses, from $30 annually to $20;
• Air-conditioning contractor, initial license from $130 annually to $115
and renewal license from $80 to $65.
• Cosmetology revised or duplicate license, from $53 annually to $25.
Austin receives Swiss trains
Austin's Capital Metropolitan Transportation Authority accepted delivery
of two rail cars shipped in pieces from Switzerland. Four more cars are on
order.
"MetroRail" is scheduled to begin
in about a year, carrying passengers
from Leander, north of Austin, to
downtown Austin, with a few stops
in between.
What's more, Austin Mayor Will
Wynn is proposing a separate project
- a light rail line - to connect Austin
Bergstrom airport, downtown
Austin, the University of Texas, and
other stops. He wants to make it a
November 2008 ballot issue.
