15 YEARS AGO-1998
Two people were killed and nearly 50 injured when a
flatbed truck carrying as many as 60 undocumented workers
overturned on FM 521 just east of Wadsworth.
Tidehaven’s Peter Quinn won the state powerlifting title in
the 181-lb. weight class with teammates Scott Sliva second in
the 114-lb. class and Chris Holiday sixth in the 123-lb. class.
Palacios’ Hien Nguyen was third in the 165-lb. weight class.
The Palacios Sharks won the Tidehaven Tiger Relays with
Santos Perez taking the gold in both the shot put and discus
events.
Binh Tran and Leslie Matusek were named 1998 PHS
Choir Beau and Sweetheart respectively.

Ten-year coaching veteran Raymond ‘Huey’ Chancel-
lor was named the new athletic director and head coach for
Palacios ISD.

The city hired Linda Kocurek to serve as a full-time animal
control officer as well as supervise the maintenance of the
city’s park system.
David E. Moore announced his candidacy for the Palacios
city council.
Shuronda Roy won first place in the 100,200 and400-meter
dashes at the Wallis Cougar Relays.
Shark freshman Robby Walker was named Newcomer of
the Year in the All-District 24-3A basketball voting.
Tidehaven’s Chris Grice was named Player of the Year
among Houston area 2A schools by the Houston Chronicle.
45 YEARS AGO-1968
Palacios’ oldest business, Grant Lumber Company, was
going out of business.
Financial support was being sought to erect a historical
marker at the Baptist Encampment.
Sylvia Laslie was unanimously selected to the All-District
26-AA basketball team. Rosetta Rodriguez was named to the
second team.
50 YEARS AGO-1963
John Raasch and Walter Milam were re-elected to the
Palacios city council. Also elected was R. B. ‘Bobby’ Lewis.
City council accepted bids from Eagle Lake Implement Co.
for John Deere tractor-loader—the first step toward operation
of a sanitary landfill.
55 YEARS AGO-1958
Palacios voters approved a $100,000 bond issue for im-
proving and extending the waterworks system.
In the Palacios city council race, Homer Aparicio was
elected to a third term and Norman Brotemarkle won election.
A total of $14,239 worth of vehicle license plates had been
sold at the city hall during the past few weeks.
A $15,000 grain sorghum dryer and storage elevator will
be constructed at Blessing by Bay Grain, Inc.
60 YEARS AGO-1953
Wesley Buller was to manage and operate the Palacios
Quick Freezing and Cold Storage Plant on a trial basis.
65 YEARS AGO-1948
Gulf Oil Corp. was taking over the service station at the
corner of 4th and Main from Charles Luther.
70 YEARS AGO-1943
In the race for Palacios alderman, H. C. Campbell received
75 votes, R. J. Sisson 69, Guy Claybourn 64 and G. L. Pore 18.
75 YEARS AGO-1938
The Palacios Sharks won the Bay City track meet. Among
those competing were Leo Brow, Delbert Whitley, Sherwood
Barber, Joe and John Ressler, Ed Feather, Albert Kilgore,
Eldon Hamlin and Delbert Colvin.
The PHS1 Glee Club, under the direction of J. D. Park, won
second place at the Music Festival in Kingsville.
80 YEARS AGO-1933
Col. and Mrs. Claude Adams, who had been in charge of
Camp Hulen for four years, were leaving for their former
home in Crowell, Tx.
85 YEARS AGO-1928
The first catch of the shrimp season brought in to Crawford
Packing Co. was by Howard Stapp, Jr. and his boat, Morn-
ing Light.
Mr. and Mrs. J. F. Barnett entertained more than 100 with
an oyster fry at the B.Y.U. grounds.
Monthly Report from Matagorda County EDC

The February 15 announcement by
Tenaris of its selection of Matagorda
County did not slow the pace of activity
related to recruitment of this company.
It is now using the Recruitment Team to
help expedite completion of all the tax
abatement agreements, utility contracts,
property purchase contracts, permit-
ting, etc. related to getting construction
underway. While it initially said that
construction would not start prior to
July 1st, it now appears that the TCEQ
permits are moving forward faster than
anticipated. Tenaris wants to begin con-
struction immediately upon receiving its
TCEQ permits. Therefore, it is putting
great pressure on all parties concerned
to get the many agreements into con-
tract form. It is pushing Panther Pipe-
line Company to begin relocating a gas
pipeline running through the middle of
the site to a new alignment around the
perimeter of the site. Various rights-of-
way easements, construction contracts
and equipment design and purchase ac-
tions are needed before relocation con-
struction can begin.
Tenaris held a Vendors Fair at the
BC Convention Center on March 11th.
Over 120 persons registered. Fifty-five
(55) companies were interviewed to de-
termine if they had services or supplies
that Tenaris could use. Twenty-five (25)
companies were selected as qualified to
provide services to Tenaris. A Job Fair
will be held prior to its construction con-
tractor beginning work here and another
prior to Tenaris beginning to hire for
permanent employment positions.
I submitted a proposal to an inquiry
received through the Governor’s Office
from a company looking for underuti-
lized airfields on which to locate a train-
ing operation. I submitted both the Pala-
cios Municipal and Bay City Municipal
airports as possible candidates. I was
subsequently informed that both had
been included in a 12 airport short-list
out of 57 sites proposed. I was requested
to provide additional information, which
I have done. I am waiting to see if the
prospect will come to visit our airports.
Dunn Heat Exchangers from Texas
City has contracted for a 100-acre site
north of Bay City for a $3.5-$7 million
plant that would clean, repair and rebuild
industrial heat exchangers for industrial
plants in the region. They selected that
particular site because it has rail access
and is close enough to be serviced by
city water, sewer and gas which it needs.
It will accept annexation of the site into
the City limits in exchange for public
utilities. The preliminary cost estimates
for providing water, sewer and gas to the
proposed Dunn site is over $500,000.
How these costs are paid is an issue that
probably will determine if Dunn keeps
this site or goes elsewhere. Dunn has
plans for future expansion here, should
the market develop as it expects.
I continue to provide site information
and incentive information to a Realtor
in Houston who is representing a Swed-
ish company involved in manufacturing
equipment for the offshore oil and gas
industry. This company has manufactur-
ing plants throughout the world and has
a 20,000 person worldwide workforce.
It is looking for a Texas location. The
investment would be $48 million and
would create 250-275 industrial jobs
with average salaries of $50,000 and a
salary mode of $31,000.
The Molten Metals plant changed
ownership last week. The purchaser’s
plans are to use it to recycle tires. I have
had no contact with him recently. He has
made four runs to acquire the plant. It
remains to be seen if he will be success-
ful in getting the plant into production.
I continue to work with a Portuguese
firm that has an option on a site at the
Port of Bay City. It just made the deci-
sion to focus on 20 acres as a site, in-
stead of the 40 acres it has under option.
The option expires in May, so I await a
decision on whether the company will
purchase the site or extend the option.
The MCEDC has gone through one
round of interviews with prospective
candidates for the Executive Director
position. That round did not produce a
candidate acceptable to the Board. The
leading candidate had to drop out for
personal reasons. A second round of
advertising has resulted in two further
telephone interviews. Both seemed to
go well. References are being checked
to determine if they should be invited
for interviews with the Board.
AFTER serving fourteen years (1999-2013) as Chair-
man of the Board of Trustees at The Trull Foundation,
Collen Claybourn (left) stepped down and Robert Scott
Trull (right) of Austin was elected as Chairman of the
Board of Trustees of The Trull Foundation at the Foun-
dation’s Annual Meeting in Palacios. Trull assumed his
role as Chairman immediately upon election, and his
father, R.B. (Bob) Trull, served as Chairman for 32
years beginning with the establishment of the Founda-

CMA not on agenda....
Dear Editor,
I would like to report on a meeting that took place last
Thursday, March 14 at the hospital with Dr. Maxine Ku-
becka and me. The previous week I had requested in writ-
ing permission for Citizens for Medical Accountability to
be on the March Agenda of the hospital board meeting.
Dr. Kubecka told me that CMA would not be placed on
the agenda and we would not be allowed to speak in the
citizen’s forum at the meeting. She said this was done on
the advice of her attorney. It seems the hospital board who
claims to represent the community no longer welcomes
comments from the community. Remember the hospital
board is a private 501 C non-profit and do not answer to
anyone but themselves. The hospital is not a county hos-
pital and our hospital taxes go to the Matagorda County
Hospital District. The CMA has said numerous times that
we support the clinic and hospital. We have questions
concerning the Hospital Board who we feel do not repre-
sent a cross-section of the community or see to have the
best interest of the community at heart.

4th annual Rally on the River
set for April 14 in Bay City
For the fourth straight year, kayakers and canoeists from
across the state will gather near Bay City on Saturday,
April 13, to pay tribute to the countless contributions of all
Texas rivers. This annual event is hosted by the Matagorda
County Birding Nature Center (MCBNC) and is a special
part of the global observation of Earth Day. It is known as
the Rally on the River.
The organizers note that the end goal is to increase the
public’s understanding of, and appreciation for, the critical
importance of balancing the economic, social and environ-
mental advantages our streams provide on a daily basis.
Therefore, all paddling ‘guardians’ of the Lone Star State’s
rivers, creeks and bayous are invited to enjoy this leisurely
8-mile float trip on the Colorado River from Bay City’s
Riverside Park up to the LCRA Bay City dam and back.
These sponsors anticipate that the Rally’s success will
be directly proportional to the number of those human-
powered boat enthusiasts participating in this ‘flowing’
springtime outing. Simply put, the more folks putting in
their boats on the Colorado on the 13th, the more evident
will be knowledge-driven care and concern for the fate of
our rivers, creeks and bayous in the foreseeable future.

awareness initiative; reserve a loaner kayak; secure an on-
site camp site (tent or RV); and/or, identify local lodging
