Items recovered from former Trinity treasurer's office

TRINITY - Trinity County of-
ficials located several items Monday
in the former county treasurer’s
private business office and residen-
ce that are believed to have been
purchased illegally with county fun-
ds.
Four investigating officials served
former county treasurer, Linda
O’Neal, with warrants to search
both her Lufkin-based business, LIvC
& Company, and her Apple Springs
residence.
As a result of the investigations,
nearly one-third of the items
believed to have been purchased
illegally by O’Neal during her last
year in office were recovered.
O’Neal served as Trinity County
treasurer for six years. She was
defeated by Frances Worsham in
her 1986 bid for re-election.
Discrepencies in the county
treasurer's records for 1986 were
discovered during an end-of-the-
year audit being performed by
Thomas R. Ramey of Trinity, cer-
tified public accountant.
After the discrepencies were
discovered in early February by the
auditor, the Trinity County Com-
missioners Court extended the time
limit and expanded the scope of the

treasurer’s office audit. During the
early February comissioners’
meeting, District Attorney Joe Lynn
Price was asked to investigate the
possiblity of wrong-doing by the
former county official.
The warrants, issued by District
Judge David Walker of Angelina
County and District Judge Joe Ned
Dean of Trinity County, contained a
listing of 18 items. The “list of
property” includes single items and
groups of items believed to have
been directly purchased or indirec-
tly used as a part of an alleged em-
bezzelment scheme that cost the
county nearly $22,417 during
O’Neal’s last year in office.
Although none of the county of-
ficials investigating the alleged theft
nor O’Neal would comment on the
status of the case, a copy of one of
the two search warrants listing the
items believe stolen and supporting
facts was obtained by the Trinity
Standard.
Among the items sought by in-
vestigators, according to the search
warrant, are a group of 25 "game"
computer diskettes, 26 "business
computer diskettes, eight brown
typewriter ribbons, an IBM printer,
an IBM display unit, an IBM
systems unit or computer, an IBM
electric typewriter, a transcriber
with headset and foot controls, a
recorder, a microphone, 24
microcassettes, several issues of
“P.C. World” magazine, a carpet
sweeper, two computer printers, a
computer aides court reporting
transcription machine, one “Label
Express” computer program, a J.C.
Penny’s charge card and all banking
and business records of the Lufkin-
based Short Trucking Lines.
During their investigation of both
the business office and residence,
the officials recovered the 26
business program diskettes, one of
the eight brown typewriter ribbons,
several issues of the “P.C. World"
magazine, the “Label Express”
computer program and the J.C.
Penney’s charge card.
According to the search warrant,
the audit on the treasurer’s office
has been completed and the findings
indicate at least 13 questionable
transactions where O’Neal is
suspected of having paid for per-
sonal purchases with county funds
or diverted the funds to
unauthorized accounts.
In each of the transactions,
believed by investigators to be
illegal, county checks issued for the
purchased were signed directly by
O’Neal. Where no invoice was
discovered in the county record,
copies provided by the vendors in-
dicated the merchandise was or-
dered and signed as received by
O’Neal. None of the purchases were
authorized by the county gover-
nment. The transactions being in-
vestigated, according to the af-
fidavit for the search warrants, in-
clude:
- Two county checks issued Aug.
12, 1986 and Aug. 22, 1986 to Short
Trucking Lines of Lufkin in the
amounts of $5,400 and $4,100. Accor-
ding to the affidavit, “No invoices
could be located. Neither could the
trucking company be located. Due to
these efforts, it is believed the com-
pany isfictious."
Although county officials are not
commenting on the next step of the
investigation, Ramey’s report on the
audit is expected to be presented
during a special commissioners
court meeting.
