The first emphasis in the inaugu-
ral address of President Hoover, was
given to the necessity of rigid and
expeditious justice. He felt that the
greatest danger threatening the
country today is the disobedience of
law, and he said that crime is in-
creasing and confidence in rigid and
speedy justice is decreasing.
The founders of our government
had suffered so much from the op-
pressions of a foreign king, that free-
dom from tyranny seemed the most

him in all possible situations.
But as the years have gone on,
these protections have been taken ad-
vantage of by the criminal element,
and they are made use of to prevent
the law from visiting just punish-
ment on wrongdoers. We have not
merely preserved freedom to the good
citizens, but we make it difficult to
restrain the bad one.
The bar associations and the law-
yers often point out that many of
our legal customs have been out-
grown, but it is difficult to arouse the
people to the need of new legisla-
tion on this subject. If we are to
put down crime, we must provide
some more direct and prompt meth-
ods of proceeding against the crimi-
