State Capital Highlights
Some political surprises
By Mike Cox
Texas Press Association
AUSTIN - When U S. Sen. Phil
Gramm announced he would not
seek reelection, for Texas politi-
cians it was like the music stop-
ping in a cakewalk.
One of those who thought about a
run for the vacant seat was Land
Commissioner David Dewhurst.
But he’s changed his mind.
Shortly after Gov. Rick Perry
named him as chairman of the Gov-
ernor’s Task Force on Homeland
Security, Dewhurst announced he
would stay in the race for lieutenant
governor, which likely will pit him
against Democrat John Sharp in
November 2002.
Republican Attorney General
John Comyn is going alter
Gramm’s seat. San Antonio Con-
gressman Henry Bonilla, also a
Republican, had been considering
the race, but has said he won’t now.
The only announced Republican
candidate to replace Comyn as the
state’s most visible lawyer is Greg
Abbott, a former state Supreme
Court justice.
An actual surprise
Occasionally, something that
happens actually surprises political
observers.
That was the case last Tuesday
when Secretary of State Henry
Cuellar announced he would resign
from office effective Oct. 5.
In his letter to Gov. Rick Perry,
the Laredo Democrat said he was
stepping down to explore “the pos-
sibilities of seeking elective office
or other options.”
Cuellar did not say what office he
intended to try for, or what other
possibility he might be consider-
ing.
Perry appointed Cuellar last De-
cember after he took over as gover-
nor following George W. Bush's
narrow victory in the presidential
election.
Speaker’s race shaping up
At least Texans know when the
primary election will be.
The same cannot be said for the
contest shaping up in the House of
Representatives where Republican
Rep. Tom Craddick of Midland will
try to unseat Texas’ ranking Demo-
crat, House Speaker Pete Laney.
Laney has been speaker for eight
years, but Craddick has been in the
Legislature since 1968, Lyndon
Johnson’s last full year in office as
President.
Craddick’s interest in the
speaker’s chair is logical, because
U.S. census-driven redistricting—
no matter whose map prevails—
will result in a Republican domi-
nated House for the first time since
shortly after the Civil War.
Because of that, he’s not the only
Republican considering a try at the
powerful job. But Craddick is the
only one who has announced,
which at this point leaves him die
only person who can legally begin
asking colleagues for support.
The speaker, if it’s been a while
since you took Texas civics, names
committee chairs, makes the major-
ity of the committee appointments,
and, since the speaker represents the
majority, he in effect writes the
rules. All of that adds up to a sim-
ple fact of legislative reality: In the
House, as the old Texas saying
goes, the speaker is the hookin’
bull.
The winner will be the person to
get 76 committed votes from fellow
House members
New post for Texas AG
Maj. Gen. Daniel James III, the
state’s adjytant general, has been
nominated for promotion to lieu-
tenant general and command of the
U.S. Air National Guard. ‘ ^
owner to my left has not bee if as-
signed a 911 address and, m fact,
has been told by the 911 people
while standing on her front porch
that her house does not exist. My
house has been assigned No. 375
and the house on my right has been
assigned No. 393. What do these
people intend to do with the 18
numbers not used? We have been
told no vacant lots will be assigned
911 addresses (unless they have
septic systems) and since there is
only 20 feet between the two
houses, there sure isn’t room for 18
lots or houses.
Is it too simple to take a neigh-
borhood plat and number the houses
been in.
I have visions of some of our
very fine emergency people rushing
to an address, say No. 393, and
when they see my No. 375 they
think they have another 18 houses
to go. Or, should they be looking
for No. 375 and miss the sign and
No. 393 is the next sign they see,
do they think they have missed the
correct address by 18 houses? Our
emergency people out here do a fine
job and they surely do need logical,
accurate information to work with.
