cial dispatch says :
" There is great excitement here to-night. Troops
have been ordered Immediately to Peusacola. It Is

Jort Pickens Is to be reinforced at once.
The President of the Alabama Convention (which
adjourned to-day) has requested the members to re-
turn Immediately and prepare for war."

assurance from Montgomery of ample arrange-
ments to avoid trouble at Fort Plckena.
In Korth Alabama the nag of the Southern Con-
federacy Boats and volunteer companies are rais-
ing and arming.
Fort Morgtn at the mouth of Mobile Bay has
had two heavy columblads placed In position and
several smaller ones are being placed.

The Mobile Register of Tuesday 19th learns by
a private dispatch that the Georgia Stale Conven-
tion now In eestl6a at Savannah has onanlmouily
ratified the Permanent Constitution of the Confed-
erate Stales.

ance occupied moat of the afternoon and also the
sight session yesterday In debate when the Con-

The opposition to It seems to arise chiefly from a
design to leave the whole subject to the Legislature
rather than from any demerit of the Ordinance.
Sut there are tome constitutional restrictions which
many think win prevent the Legislature from the ex-
ercise of thataousd discretion seceasary to provide
the wisest and most .alutory expedients to raise the
large amoaat of money now required? Ithlnkthe
Convention will adopt the Ordinance necessary to
give the Legislature the discretion required and
thai leave the whole subject with that body.
THE LEGISLATURE.
This morning the House convened at 10 A. M.
when a blil was Introduced providing for the pay-
ment of per diem and milage to the delegate to the
Convention. Various motion were made to amend
by excluding from the bill all member of the Legis-
lature Judges of the District courts and other Stale
officers who are member of the Convention but re
ceiving pay a. such officers. The whole morning
lessloa was taken up with the discussion on this bill
and the proposed amendments excluding any mem-
bers from the beseHU of the bill were laid on the ta-
ble and the Houae adjourned to 9A.M. to-morrow.
I do not .find that the Senate have yet passed any
bills of much public Interest most of the time being
taken up with memorial for relief and with bills for
that purpose or other bill of a private character.
The credential of B.F.Neal a. Senator elect to
spply the vacancy occasioned by the death ot Gen.
Torbe. Brlttoa were presented by Mr. Throckmor-
ton; and a resolution in honor of the memory of
Gen. Britten was adopted unanimously and each
Senator required to wear the usual badge of mourn
lag for 80 days.

In Petersburg the vote In February last was 612
majority lor the Union. On the 17th March a vote
was taken there on the question of Instruction to Mr.

elected aa a Union man. The majority for Instruc-

of an ordinance for Immediate Secession are In
