were appointed a committee to draft resolu-
tions and the mcc'ing adjourned to the 9th

The committee then reported that the Mexi
can factories annually conscmo.abont 40000 '
hales of cotlon which have been mainly ob-
tained from Sew Orleans Tialtatamoros Tarn-
pico and Vera Craz. Some 2000 talcs have
for several years been purchased directly from
the Texas planters un the Guadalupe fcnd Its
tributaries and hauled in carts.to Mexico. In
consequence cf the blockade Mexico is now
compelled to obtain bar vrhole supply in Texas
and haul it in carls And wagons to her factories.
Texas has been for some time and is now
receiving From Mexico the committer stated in
exchange for cotton n-large amount of valu
able stores and merchandise scch as.caanot
be got from any other source. This cotton is
permitted to pass without let or hindrance by
tbc Confederate revenue collectors on the Rio
Grande the Mexican traders paying the ex
port duty.
Attention u called by the committee to tne
fact that in the Confederate embargo net to
prevent the exportation of cotton -except
through tho Atlantic and Guir ports special
oxception was made in favor of Mexico.
Tbe committee express the belief from tacts
bofsrs them that aoce or the cotton purchas-
ed in Texas by Mexican agents can ever be
sent to the Northern States; the cost of trans-
portation they say forbids sneb an idea. But
