The inside story of what hap-
pened is important for all
American countries.
| Offhand, the recent attempt
j by Ex-Dictator Pinalla might
1 have seemed just another run
of the mill Latin-American
strong-arm play. (
But the fact that it ended
with Rojas under arrest climax-
ed a series of evens without
precedent in the often turbulent
history of our Southern neigh-
bors.
When President Camargo took
over last August he had 95 per
cent of all Colombian behind
him. He had been elected as the
joint candidate of the Liberal
and Conservative parties.
Pinalla. toppled from power in
June, 1957—after four years of
rule by terror and corruption,
was then in exile in Jamaica.
But Lleras, true to his rtputa-
tion as a champion of demo-
cratic legality, announced that
no law existed to prevent the
ousted strong man from return-
ing home if he wished.
Rojas took this as a sign of flown to the big navai base at
His little band of conspirators
planned to seize a tank regiment
headquarters and the govern-
ment communications center on
the afternoon of December 6—
d Saturday, when only caketak-
er personnel presumably
would be on duty.
ROJAS ARRESTED
The plot was made known to
President Lleras December 4.
Five hours later he went on a
nation-wide TV and radio net-
work to inform his country that
“with the greatest reluctance
and repuqnance,” he was oblig-
ed to reimpose temporary a
state of seige, which he h a d
ed in September after it h a d
been in force continuously for
nine years.
While Lleras was speaking.
\veakne«. flew hack to Colom-
bia and arrogantly told newsmen
who met him that he would soon
be in command again.
Nothing happened following
these boasts, so Rojas concluded
he was right about the “timid”
administration. He did not know
the new president of Colombia
and his firm determination to
follow strictly constitutional
processes.
ROJAS ON TRIAL
A judical committee of the
Colombian Congress—back in
business after being banned
while Rojas ran the country—
received a bill of particulars’
against Rojas charging him with
specific acts of fraud — mis-
apropriation of public funds,
and violation of the constitution.
The committee summoned Ro-
jas to testify. The defiant gen-
eral refused. Nex thing he
knew, his home was surrounded
by troops and three army offic-
ers walked in to report politely
that they had come to accom-
pany him to the Senate cham-
ber.
Rojas went along, but he took
the equivalent of the Fifth A-
mendment on practically every
question. He was excused and
allowed to return to his family.
Eight days later, following
decade of bloody violence—but
could also mark the beginning
of a new era of stern but strict
justice for political criminals
throughout Latin America.
