A reorganizational meeting
for the Seminole Boy Scout and
Cub Scout program will take

The Board of Directors of
Seminole Hospital District approved
purchases of equipment and adopted
basic guidelines for policies and
procedures for the Assisted Living
Center as the main business of its
regular meeting Monday evening.
CEO Steve Beck reported to the
board that the old steamer in the
Dietary Department broke down and
is beyond repair. The Board
approved the purchase of a new
steamer at an estimated cost of
$3,500.
Also on recommendation of Dr.
Francis, the board approved the
purchase of a new Sigmoidoscope for
the Surgery Department. The new
equipment which will cost an
estimated $6,500 was said to be a
valuable diagnostic tool, used in an
outpatient, non-surgical, treatment
room setting.
A large volume of policy and
procedural guidelines prepared by
the Briggs Corp. for the Assisted
Living Center was adopted. The
Board will now have to consider
local policies such as smoking and
alcohol rules, pets, guest room rates

In regard to the new Assisted
Living Center, Memorial Place, Beck
reported that there have been weather
delays, but hoped the new facility
will be ready for occupancy by early
December.
In his report, Beck also advised
the Board that the six new patient
rooms, renovated from the Child
Care quarters, were now ready for
occupancy; the new radiologist, Dr.
Shippy, should be in business by
’December 1; and the Level IV
Trauma Re-designation Survey is to
be conducted today (Wednesday).
Following the resignation of Ray
Davis as the hospital’s CRN A
(anesthesiologist), qualified
individuals will cover this need
between Nov. 17 and Jan. 1. After
that a contract has been made with
Green-Byers group of Big Spring to
provide this service.
On recommendation of The
Medical Staff, the board approved
credentials for Subhash Batra, M.D.
Martha Dillin
of Lubbock, for consulting staff
privileges in Internal
Medicine/Gastroenterology

the board as the
“Employee of
the Month” for
October. She
serves the
district as a
registered nurse
for the hospital
where she has been employed since
August, 1997.
In the financial report, Beck said
October, the first month of the new
fiscal year, was not near as busy a
month as last October, but both
revenue and expenses were favorable
to budget forecasts.
Patient revenue amounted to
$1,448,857, less deductions and
operating expenses of $1,033,360,
resulting in an operating loss of
$215,888. Non-operating revenue
from taxes, etc. gave a net income of

$996,553.32 in bills and expenses
for October.
All members of the board were
present including President Jimmy
Pierson, Mark Beaty, Monnie
Collette, John Golmon, Paul Condit,
Ramon Matta, and Sandra Ward;
plus the various staff members and
department heads.

ONE KILLED
One woman was killed and three others injured as the result on an accident involving two motorcycles Saturday night just
over five miles southwest of Seminole. According to Department of Public Safety investigators, the woman was a
passenger on one of the motorcycles. Three other persons involved, both motorcycle drivers and a passenger on another
motorcycle, were transported to Seminole Memorial Hospital by EMS ambulance and then taken by ambulance to
Covenant Medical Center in Lubbock.

One woman was killed and three
other persons were seriously injured
as the result of an accident involving
two motorcycles Saturday night just
over five miles southwest of
Seminole.
According to investigating officer
Justin House of the Department of
Public Safety, a 1999 Harley-
Davidson motorcycle, driven by
Abraham Fehr, 34, of P.O. Box 434
and a 1998 Suzuki Motorcycle,
driven by Cornelius Reimer, 34, of
805 SW Avenue K, were both
headed north on County Road 301B
just after 9:30 p.m., when the Reimer
motorcycle hit a dead end and the
motorcycle went off the road. The
Fehr motorcycle, behind the Suzuki,
did the same thing.
Investigators said both motorcycles
“wiped out,” with both coming to rest

‘cycles were totaled in the accident.
A passenger on the Harley,
identified as Leanne Taylor, 37, of
Bullard, was pronounced dead at the
scene of the accident by Gaines
County Judge Judy Ray and her body
was taken to Boyer Funeral Home in
Seminole.

Gaines County Commissioners’
Court met Monday morning to pass
an order requesting re-alignment of
Justice of the Peace precincts, that
had been submitted to the Justice
Department, to their former
boundaries and authorized the Tax i
Assessor-Collector to proceed with
the voter registration cards.
Tax Assessor-Collector Susan
Jones brought die matter to the
Court’s attention last week. The
county’s attorney firm of Allison,
Bass & Associates, had submitted a
re-alignment of Justice of the Peace
Precincts 1 and 2 to the same
boundary lines as the Commissioner
Precincts l Sc 2, and eliminated JP
Precincts 3 and 4, which have not
been occupied for many years.
This effectively switched the
boundary areas erf JP Precinct 1 and
2 when aligned with die
Commissioner Precincts.
As it has been in the past JP
Precinct 1, served the Seminole area
and the vacated JP Precincts 3 Sc 4.
JP Precinct 2 served mainly the
Seagravet area. But when aligned
with die Commissioner precincts, the

Commissioner Precinct 1 serves
mainly Seagr&ves and parts of
Seminole. While Commissioner
Precinct 2, serves primarily the
northwest part of the county.
The problem not only affected the
voter registrations, but also
prospective candidates for the two JP
precincts found out they no longer
resided in the precinct for which they
will be running during the upcoming
elections. Filing of candidates for the
party primary elections is due to
open on December 3.
So the Commissioners’ Court
convened in a special session
Monday to resolve the problem.
The Court passed an order to
withdraw erroneous submissions
regarding the JP precincts and to
clarify the record regarding existing
JP precincts.
The Court’s order stated that “on
or about September 24, the
Commissioners’ Court adopted a
Supplemental Order for confirming
election precincts to newly redrawn
Commissioner Court precincts
following periodic reapportionment
of the four Commissioner Precincts.
In addition, the Supplemental Order
purported to modify the existing
Justice of Peace precincts in a similar
manner.
“However, due to oversight and
excusable neglect, neither the
Commissioners’ Court, nor the
attorneys hired to assist Gaines
County in the reapportionment of
Gaines County’ political boundaries
were aware that the maps attached to
the Supplemental Order contained a
significant error in depicting the
Justice of Peace precincts that have
been in existence in Gaines County
1 for at least sixty years. As a result,
the attorneys representing Gaines
County filed the erroneous maps with
the Department of Justice, seeking
preclearance of only two Justice of
the Peace precincts. In truth and fact,
Gaines County has four Justice of the
i Peace precincts that, so far as can be
ascertained, have never before been
submitted for preclearance with the
Department of Justice.”
In other words, the JP precincts
have not been subject to redistricting
based on population in the past.
So the Court ordered that the
maps which erroneously depicted
only two JP precincts in Gaines
County be withdrawn, and that the
correct boundaries for the four
Justice of the Peace precincts be
submitted for preclearance.
However, faced with a December
5 deadline issuing new voter
registration cards, the Court directed
the Tax Assessor-Collector to go
ahead and assign voters to their
voting and Commissioners’ Court
precincts and issue voter registration
cards according to the redistricting

Covenant Medical Center in
Lubbock.
As of presstime, Fehr, was listed in
“satisfactory” condition with head
injuries, Cornelius Reimer was listed
in “stable” condition with compound
fractures and Lydia Reimer was listed
in “serious” condition in the surgical
intensive care unit of the Lubbock
facility with head injuries.
Department of Public Safety
officers are still investigating the
accident.
First Freeze
30 degrees Tuesday
The Seminole Gaines County area
received its first freeze of the season
Tuesday morning, much later than
usual, according to records
maintained by John Moffatt for the
U. S. Weather Service.
The temperature dipped to 30
degrees about 6:00 a.m. on
November 20. Last year, the first
freeze was recorded on November 8
when the mercury dropped to 28
degrees and on down to 25 degrees
on several days during the month.
