Dear Editor:
Recently the city of Canton and Van Zandt County
were host to the ETCOG Regional Disaster Drill.
Many outside agencies from all over East Texas par-
ticipated in this 72 hour event, police, fire, and EMS.
We also had state level and federal level participa-
tion as well. This type of event is meant for practice,
to see what you do good and to also see what you
could do better.
During the first few hours of this event we experi-
enced a true major 911 emergency in which the COC
(City Office Complex) was struck by a 18 wheeler
which then exploded into flames. The situation was
brought under control very quickly by the Canton
Fire Dept, and Canton Police Department along with
other responding agencies who were in our town for
the drill (South Van Zandt FD, Edgewood FD, Ath-
ens FD, DPS).
The city staff is also to be commended for their
quick actions and response to such an event. They
were each very professional and expedient in their
actions to ensure the safety of their co-workers and
others occupying the complex at the time.
I would like to thank all who were involved in this
event and each of you for your daily protection of
the citizens and those who may pass through Can-
ton.
I would also like to take the time to recognize a
few of our local businesses, each of these contrib-
uted greatly to the overall success of the drill by giv-
ing their time and allowing us to occupy their prop-
erties and business
throughout the event.

Dear Editor:
I would like to address the letter from Janie
Thackston, from the November 22 issue of the Canton
Herald. I, too, was concerned about what I read in the
“What Do You Think?” ad from November 15.1 sent
letters to the Mayor and City Council addressing my con-
cerns. After speaking to the Mayor and two Council
Members, I did a Google search on length of contract for
city managers. My research found that a number of cit-
ies, large and small, use a five year contract. At the city I
retired from after 31 plus years of service, their contracts
were also five years. I have no problem with that. De-
partment directors were also offered five year contracts
when they were hired.
As far as the city vehicle, I feel confident that Mi'. Cluck
does not intend to take cross country vacations at taxpay-
ers expense. He has been with the City of Canton long
enough to know that would be innapropriate. The salary
requested is at the bottom of the range the City Council
instructed the “headhunter” to offer for the position. I’m
still not sure about the country club membership; how-
ever, the health club is a benefit offered to all City of
Canton employees (from what I’ve been told), and Mr.
Cluck is requesting that benefit be afforded him as well.
Again, I have no problem with the health club member-
ship. Even as a retiree, I am offered that benefit; but, I’m
not willing to drive 65 miles back to the city I retired from
just to take advantage of that.
The discipline, hiring, firing, etc. actually has a chain
of command in effect, and Mr. Cluck could not arbitrarily
fire an employee, nor could an individual council mem-
ber fire him. In his case, it would require a vote by the
council members. Concerning your mention of Ricky
Faprade, I believe you are mistaken about his firing. Mr.
Faprade was a County Commissioner, and the City Coun-
cil and Mayor could only “fire” him the same way you
and I could - vote him out of office.
The intent of my letters to the Mayor and City Council
was not directed at Mr. Cluck, as I do not know him, nor
have I met him. My letters, as well as this one, are in-
tended to encourage a contract that will be fair to Mr.
Cluck, the City of Canton, and the taxpayers.
