Canton Will Not Be In ESD 3 Election

After tabling a request to include the city of
Canton’s extraterritorial jurisdiction within the
proposed Van Zandt County Emergency Services
District (ESD) 3, the Canton City Council voted
unanimously not to be included in the ESD vote
on May 11.
The extraterritorial jurisdiction, or ETJ for the
city of Canton, is half a mile and is currently cov-
ered by the South Van Zandt Volunteer Fire De-
partment (SVZVFD).
Canton Fire Chief Bud Sanford confirmed to the
city council, during a special called meeting Mon-
day night that his department goes out on all fire
calls to assist SVZVFD as part of their mutual aid
agreement between departments.
It was explained to the city council that if the
ESD does pass, the ETJ for the city of Canton will
not be covered by the ESD and the city would en-
large their district to include the ETJ.
Also, voters in the Canton ETJ will not get the
option to vote on the ESD.
SVZVFD Fire Chief Kyle Harris addressed the
council saying the benefits to having an ESD are
great because response time to the ETJ is increased.
Also, it could benefit homeowners insurance by
decreasing it and it provides the departments with
personnel and equipment so they are better able to
fight fires.
“One of my greatest concerns is do we have to
buy back annexed property? That is my question,”
council member Shawn Stewart said. “Eve just got
some concerns is all.”
“As things grow out there, we will have a need
for more firefighters and more equipment,” Mayor
Cary Hilliard interjected as his voiced his favor
for the ESD vote.
When asked by the council if his department
would be in a position to handle the ETJ if they
were asked to take on the additional area, Canton
Fire Chief Bud Sanford told the council he could.
It was then reiterated that there would still be
the automatic assistance program of mutual aid
between the fire departments whether an ESD were
in place or not.
The council unanimously voted in favor of de-
nying the request to include the city of Canton’s
ETJ and a small portion of territory within its city
limits within the proposed ESD 3.
In other business, the council:
-approved a contract with KWJB FM Radio for
placement of an antenna on State Highway 243
water tower.
The contract approved was for 10 years at $1 a
year rent, and guaranteed relocation with 24/7 self

special guest speaker,
live entertainment, live
auction, door prizes,
and a special awards
ceremony to honor
Canton’s finest.
Special guest speaker
Phillip Hatfield of the
Zig Ziglar Company
will deliver an inspira-
tional and motivational
talk.
Live entertainment
featuring the Canton
High School Jazz En-
semble under the direc-
tion of Rob Toups will
begin at 6 p.m. and will
play for approximately
30-45 minutes.
The Jazz Band is
made up of 17 CHS stu-
dents.
The dinner will be
catered by chamber
member Eddie Deen.

Land Use Plan, Zoning
Of Property Questioned

Following discussion about the fu-
ture land use plan and zoning change
of land located between State High-
way 243 and Arnold Paul Road, the
Canton Planning & Zoning Commis-
sion voted 3-1 in favor of the changes.
The board was asked to consider
an amendment to the 2004 compre-
hensive plan’s future land use plan
from Commercial to Multiple Fam-
ily Residential (MF-2) on the 8.84-
acres located behind the Assembly of
God Church.
The property is currently under
consideration for annexation into the
city of Canton and is owned by Henry
Lewis.
Sean Brady, vice president of de-
velopment with Rea Ventures Group,
was on hand to address any concerns
and answer question for the board
about the property.
Brady explained that if his com-
pany is approved for an Affordable
Housing Tax Credit, they plan on us-
ing the property to build housing.
Rea is one of two groups compet-
ing in the area for the tax credit,
which if granted, would be awarded
and managed by the Texas Depart-
ment of Housing and Community
Affairs.
Board member Elisa Heard, who
spoke out about the project with con-
cern, told Brady she has received
“nothing but negative feedback” on
the project.
She went on to point out her
struggle in approving a project when
she did not know if there was a great
need in the community.
Brady said his company had in-
vested in studies to prove the need,
and that the property would be man-
aged and maintained.
Additionally, the board looked at
the zoning change from Rural Agri-
cultural to Multifamily Residential
2 for the property.
Brady told the board he should
know by July if his company has been

County Veterans Memorial Plaza, in order to make a metal cradle for it to
set in once the boat is in place. Carter Clark with the Van Zandt County
Veterans Memorial said once completed, all five branches of the military
will be represented at the memorial.
