Effect of “Vote Tax”
'No one has yet suggested
such a method of “getting out
the vote” in America, but Pres-

hold, would be a small price to
pay for a full and complete ex-
pression of the collective will

That that is exactly what is
being done now, through pres-
sure and favoritism in the dis-
tribution of W. P. A. funds
and other relief disbursements,
is now being charged with in-
creasing openness in Wash-
ington. Those making such
charges are mainly members
of the President’s own political
party.
■From the same sources
come charges that the Presi-
dent’s "left wing” advisers are
working toward the establish-
ment of an authoritarian gov-
ernment, with increasing power
centered in the Executive, and
perpetuated by the free use of
public funds to induce voters
to keep it in power.
Confusion and Uncertainty
No one suggests that this is
a personal plan of the Presi-
dent. More and more the be-
lief grows that there is a
sharp division among the Pres-
ident’s personal advisers, as a
result of which there is indeci-
sion and indefiniteness as to the
Administration’s policies. As
evidence there are cited many
conflicting statements on pub-
lic affairs made by the Presi-
dent, different members of the
Cabinet and the "little Cabi-
net.”
At the same time, the coun-
cil of the Democratic party as
represented in Congress are
sharply split, the Republican
minority is in frequent dis-
agreement among themselves
and without any clear-cut
policy or acknowledged lead-
ership, while the Executive
* branch of the government con-
' tinues to quarrel with the Judi-
cial branch.
All of which contributes to
make the present situation of
the Federal Government one
of confusion and uncertainty
almost without parallel in
American history.
