Court postpones approval
of proposed hospital budget

Medina County Commis-
sioners moved along rapidly
Qn their weekly agenda
Monday and looked like
they might finish in record
time.
Then they got to item 6 on
the agenda - the proposed
budget for Medina Memorial
Hospital. Three hours later,
after much discussion with
Hospital Administrator John
Rabidou, they recessed.
Commissioner Henry
Briscoe announced at the
outset that he wanted to
review the budget this week
before voting on it. Commis-
sioner Leon Tschirhart
asked that the proposed
budget include 1982-83 bud-
get figures as well as the
actuals. The budget as
presented had only 1983-84
proposed revenues and ex-
penses with no comparison
figures.
Rabidou said he would
■ provide the figures and
: answered numerous ques-
: tions on the budget. One of
the major discussions'
focused on inmate care and
how payment is to be
handled by the county.
In past meetings, commis-
sioners have said they
should not be billed at full
rates for county inmates
since the county supports
the hospital with tax
revenue.
Briscoe asked if paying
the full rate was a good deal
for the taxpayers, and
Rabidou responded that the
expense would then have to
be shifted to the taxpayer
and paying public.
Rabidou said he had
surveyed several county
hospitals in the area and the
only other one that is having
difficulty collecting on in-
mate care is in Comal
County. “All others pay 100
percent on inmate care,”
Rabidou said
Medina County is current-
ly debating two sizeable bills
on inmate care at the
hospital saying the county

VFW Post.

community, to help finance
the relief and welfare work
which we have undertaken
in behalf of our own veterans
in need, and their depen-
dants,” explains Commander
Koch.
‘The balance of the pro-
ceeds of the annual Buddy
Poppy sale is used to help
maintain the nationwide re-
habilitation service of our
organization,” Koch added.

Other discussion focused
on the representation on the
board of managers. Briscoe
feels strongly that the south
and east part of the county
should have increased repre-
sentation.
“We just have to put our
nose to it and find willing
representatives to appoint,”
Tschirhart said.
Commissioner David
Montgomery said that if the
court isn’t happy with the
way the hospital is run it
should appoint people to the
board who will run it the
way the court wants.
Rabidou closed saying
that “everything written
and discussed about medical
care suggests that it is
increasingly important that
all entities be more coopera-
tive.”
“I think the rift we have is
dangerous,” he said. Com-
missioners decided to vote
on the budget at their
meeting Tuesday, May 31,
one day before the hospital's
fiscal yepi begins.
In a related matter, the
motion to not confirm the
Hondo City Council's ap-
pointment of Dr. Miles
Hutson to the hospital’s
board of manag re was
tabled They said t ley were
not opposed to hit i person-
ally, but they felt the
hospital would be tetter off
being managed by indivi-
duals other than doctors.
On other business, Tax
Assessor-Collector Leon
Mangold proposed and re-
ceived approval on person-
nel adjustments in his office
He said the rearrangements
would not exceed his budget.
Permission was given to
advertise for bids for a
flat-wheel roller for precinct
2.
Comm. Briscoe was given
authority to explore the
possibility of getting micro-
film copies of area news-
papers in the community
libraries.
