Proposed final Edwards rules
scheduled by TWC Aug. 26
Nov. 1 filing deadline for declaring historical use
The proposed final rules for the
management of the Edwards Under-
ground River will be presented to the
Texas Water Commission (TWC) by
TWC staff as a discussion item on
Aug. 26. The proposed rules will be
utlined item-by-item by the staff for
iscussion by die Commission, but
not for action on that date.
The proposed rules also will be
available to the public and interested
groups as of Aug. 26.
According to a spokesperson from
TWC, copies of the proposed rules
are to be delivered to the Anvil Herald
office Wednesday morning, Aug. 26,
and will be available to anyone who
requests a copy.
Copies can also be picked up at the
TWC district office in San Antonio at
140 Heimer Road, Suite 360. Copies
can also be received by mail by call-
ing the TWC Public Information
Office in Austin at (512) 463-8028.
The public will have two weeks to
send in any final written comments
regarding the proposed Edwards
rules. Then at its Sept 9th meeting,
the Commission will consider final
approval of the rules. If adopted at
that meeting, the rules become effec-
tive 20 days after being filed with the
Secretary of State. The filing would
occur Sept. 9th unless delayed by last
minute changes, which occurred at
the Commission meeting.
The rules will be written so to de-
lay the actual implementation of the
TWC management plan until after
the legislative session to allow the
Legislature time to adopt its own
statement with: upporting documen-
tation indicating the maximum
amount of water used in any single
year during the past 10 years.
Subsequent applications for new
uses of the Edwards will be consid-
ered after action has been taken relat-
ing to current users.
Copies of the proposed rules are to be delivered
to the Anvil Herald office Wednesday morning,
Aug. 26, and will be available for anyone
who requests a copy.

The TWC rules, however, will set

existing users of the Edwards. The
declaration will serve as an applica-
tion for a permit. A simple form has
been prepared for this declaration of
historical water use. These forms will
be available once the final rules are
adopted.

"The TWC Deputy Water Master
has told us we will have to obtain a
permit for the water we use for pav-
ing and watering," Commissioner
Marvin Bendele told Commission-
ers Court on Monday.
The water used over the years has
come from creeks or ponds, but now
TWC says "get a permit and give us
an estimated number of acre feet of
water you plan to use in a year's
time."
A one year permit will cost $100
plus $1.25 for filing. A three year
permit would cost approximately
$270 total.

private water these days. TWC owns

for a new use and will be placed
behind all Nov. 1 applications by
current users. The historical use data
received by the TWC by the Nov. 1
deadline will be provided to the Leg-
islature for their use in the construc-
tion of any proposed Edwards legis-
lation.

Medina CED proposes tax rate
The Medina County Education
District has proposed a tax rate of 920
per $100 valuation for the 1992-93
school year. This is an increase from
last year’s rate of 850.
The CED made the proposal at its
meeting Monday at the Medina Val-
ley Independent School District ad-
ministration office board room.

classes start
Aug. 24 in Hondo
Students planning to enroll for fall
classes offered by Southwest Texas
Junior College in Hondo are re-
minded that registration will be held
Monday. August 24 at 6 p.m. at
Hondo High School.
"If you are entering SWTJC for the
first time and have not taken the
Texas Academic Skills Program
(TASP) Test you must complete a
basic skills assessment in reading,
writing, and mathematics or the Pre-
TASP prior to registration," stated
Merrill Angermiller, SWTJC testing
coordinator.
The test will be administered in
Uvalde August 19-21 at 8:30 a.m.
and 1 p.m. downstairs in the Joe
Richarz Memorial Administration
Building andin Pearsall August 20 at
Pearsall High School.
Classes being offered in Hondo
include composition and rhetoric on
Monday; elementary algebra on
Tuesday; history of the U.S. to 1865
on Wednesday and general psychol-
ogy on Thursday. Accoring to Mrs.
Gloria A. Rivera, dean of instruc-
tional services, in order for a class to
make there must be at least fifteen
(15) students enrolled.

tration or the Pre-T ASP call the main

Students facing a world that con-
stantly bombards them with "doom
and gloom" need to be armed with
some form of positive self-defense to
help them face problems. Hondo ISD
personnel are introducing a program
this year that aims to do just that.
Positive Action is a year-long pro-
gram based on the idea "if we do
positive things, we will feel good
about ourselves." The program was
developed by a former teacher, Dr.
Carol Allred, Ph.D., and includes
teachers' kits, principal’s kit, manuals
and support material.
Program topics focus on self-con-
cept, good health, being resposible
for your own behavior, getting along
with others, self-honesty and self
imnrovement.
Like to walk? Keep in shape?
Socialize? Make new friends?
Then you need to attend the first
meeting of the God s Country Walk-
ers Volkssport Club on Monday eve-
ning, Ausutst 24 at the Hondo Com-
munity Center at 7 p.m.
Anyone interested in non-com-
petitive walking, bicycling, swim-
ming, and other lifetime sports is
invited to join and help propel an
active club.
The American Volkssport Asso-
ciation program allows the individ-
ual to participate without competing
agair^tothers. The events, usually 10
kilometer (6.2 miles) walks, are
would mean that if the HISD adopts
the same rate as it did last year, total
school taxes for 1992-93 would
amount to $ 1.22 per $ 100.
A public hearing to discuss the pro-
posed tax rate will be held Thurs.,
Aug. 27, at 7 p.m., in the MVISD
board room.
Representatives of each of the
county's five school districts were
present. Hondo, D'Hanis, Devine,
and Natalia voted in favor of the plan
as worded. Medina Valley cast the
lone dissenting vote.
Based on average taxable value of
Medina County homes, which has
dropped $240 in the past year, the rate
increase would create a $17.12 in-
crease on taxes paid to the CED. The
average taxable value in the county is
tentatively set at $27,376, down from
last year's $27,616.
These figures do not include local
school district taxes.
The Hondo ISD Board of Trustees
has a meeting set for Monday night
for the purpose of adopting a 1992-93
budget. The public is invited to attend
the meeting, scheduled for7:30in the
Hondo High School Library.
MEDF meeting set
in Castroville Aug. 27
The next county-wide Medina
Economic Development Foundation
meeting will be held in Castroville
on Thursday, August 27 at 10 a.m. at
the Castroville Chamber of Com-
merce office.
Marsha Gaines-Archer, Executive
Vice President and Economic De-
velopment Coordinator of the Great
San Antonio Chamber of Commerce,
will present a program on regional
economic development approaches
and will be available for questions
and answers.
The completed Medina County
profile also will be presented at the
meeting.
Other agenda items will include a
discussion of the development of
Enterprise Zones.
The organization is composed of
representatives from all over Medina
County, including city governments,
chambers of commerce and the
Commissioners Court
Interested individuals are invited
to attend. More information may be
obtained by calling the MEDF office
at 425-3037.
During morning announcements,
the principal will introduce a topic
related to the "word of the week."
Teachers and students in Kindergar-
ten through the eighth grade will then
have a 15 to 20 minute period each
morning to study and discuss the
day’s topic. All classes will study the
same topic at the same time, each at its
own level of understanding.
For example', Kindergarten stu-
dents will get to know Pixit, a wise
and experienced raccoon, and his
friend Nixit, a young, innocent panda.
The two puppets are the main charac-
ter in that grade's story line. First

Underground tanks
need to be pulled
Medina County is facing the task
of pulling all of its underground fuel
storage tanks and placing them
above ground.
"This is all in accordance with
federal and state statues," Commis-
sioner Marvin Bendele said Monday.
"So we need to come up with some
game plan on how to accomplish
this task."
Bendele said he is going to pull
his tank which has been in the
ground some eight years. "I think we
could all pull our own and thereby
cut the costs." he said.
Commissioner Louis Ehlinger
said he has a tank that no one knows
how long it has been in the ground.
"I have checked with the last two
commissioners," he said. "That cov-
ers 22 years and we don't know how'
long it was buried before that"
However, according to Ehlinger he
needs a new tank to utilize before he
pulls the old one.
It was pointed out that when a tank
is installed above ground, there has
to be a concrete berm around it with a
drainage system.

Volksport Club planned in area
jogged by some, and walked or
strolled by many others.
The organizational meeting for
the proposed Hondo Club will meet
to discuss local walks, organize for
the officially sanctioned Christmas
in God's Country Volksmarsch in
December,,and plan a year-round
walk or bike event for the area.
All ages are welcome and those
interested in fun fitness are encour-
aged to attend.
