Leak detection
promises
water savings
With unanimous approval by the
Edwards Underground Water Dis-
trict's Water Conservation Commit-
tee, a leak detection system and van
have been purchased by the District.
This approval followed a recom-
mendation from the Bexar County
Water Conservation Task Force,
proponents of the system.
Bids were solicited by the Com-
mittee from several companies and
Fluid Conservation Systems of
Austin was awarded the contract.
The equipment was purchased for
$55,000 and the van in which to
house the system cost an additional
$12,000.
Available to cities and utilities
within the five-county area, the leak
detection van will play a vital role
in water conservation. In other areas
of the country where leak detection
systems have been used, substantial
^water savings have been docu-
mented.
Installation of the system in the
van has just been completed and a
Water Conservation Technician will
be hired within three weeks to oper-
ate the system. The leak detection
van should be off and running in
early 1989.
Homemakers
enjoy luncheon
The Hondo E. H. Club’s Christ-
mas party was held in the beauti-
fully decorated home of Doris
Saathoff. Members enjoyed a delic-
ious covered dish luncheon and gift
exchange, where secret sisters were
revealed. Gay Bippert, Extension
Agent, was our special guest.
Outgoing President, Evelyn
Bracks, installed new officers for
1989 including Betty Gilliam,
president; Ofilia Colunga, vice
president; Barbara Mechler, secre-
tary; Zula Haby, treasurer; Debbie
Rios, council delegate and Kathy
Carscadden, reporter.
Santleben
to be honored
Outgoing Medina County Sheriff
Alvin Santleben will be honored
upon his retirement with a recep-
tion given by his friends Saturday,
Dec. 31.
The courtesy will be held at
Britsch's Restaurant, 9 to 11 a.m.
The public is invited to attend.

rights and most of the water will be
used for recreational purposes."
Poemer continued, "I sincerely
believe that agriculture deserves an
equal voice in the overall policy
making system. After Jan. 21, agri-
culture will have six directors while
there will be 12 for eastern inter-
ests. And right now I see no emer-
gency causing the mad rash to get
this legislation to the next legisla-
ture. Our aquifer water levels are
above die average and we have in
the aquifer more water than in all
the surface lakes in Texas combin-
ed. There just is no emergency."
-Municipal and industrial water
users would have to develop and
claim water rights based on their
historic usage through Dec. 31,
1995.
-All irrigators would be allowed
to pump the amount of groundwater
needed to grow and process their
crops. But their water rights would
have to be maintained by filing
annual reports to the Edwards dist-
rict detailing their water use.
-Dry-land farmers could drill
wells and develop their land for irrig-
ation farming until the total
amount of water pumped for irriga-
tion in the five counties exceeds a
cap of 220,000 acre-feet per year
using a three-year average. At that
point, no new well permits would
be issued.
-Transfers of water rights would
be allowed only after Dec. 31,1995
and the rales for those transfers
would be negotiated separately. The
rales would give priority to meet-
ing public water needs and would
limit transfers of water rights be-
tween counties, except that water
rights could be leased between
counties.
—Edwards district boundaries in
Uvalde County would be redefined
to include only those properties
located over the aquifer.
—Historic irrigation rights could
not be diminished by the legisla-
tion.
Nueces River Authority Director
Joe Gardner said he could support
the new compromise because it
calls for complex rules on water
rights transfers to be negotiated at a
later date.
Both Gardner and Nueces Director
Con Mims argued earlier that all
previous drafts of the legislation
contained loopholes in the transfer
provisions that failed to ensure fu-
ture water resources would be avail-
able for the growth of Medina and
Uvalde county cities, which no
longer have the opportunity to
develop surface water in the Nueces
River basin.
