he was not able to vote. He said
police reports would confirm he
was helping his daughter with
a personal emergency.
‘i’ve never missed a city
election,” he said. “I always
vote. This was unintentional. I
am sorry, but I'm glad it passed.
1 did vote to put it on the ballot,
but couldn’t make it to city hall
in time. My main concern was
my grandchildren’s safety. I
should have still voted and I feel
bad but, when I finally had time,
it was after 7 p.m.”
The mayor and remaining
council members were all
disappointed their colleagues
did not cast ballots.
“I’m upset they didn’t
participate," said Fisher. "It is
a violation of their duty to
represent us, regardless how
they vote. It is one of their
obligations as council
members. With early voting,
everyone had plenty of time to
cast a ballot.”
Rivers voiced similar
disappointment. "They should
vote, whether they are for or
against," said Rivers. "I think
we have a duty as council
members to participate in all
city elections. By not voting,
we fail to give our constituents
a voice.”
At the UIL Region XI Solo &
Ensemble contest, held on the
campus of Hondo High School
on Friday and Saturday, 51

play a band instrument, you are invited to join us. The first meet-

AACOG offers training
San Antonio - On Tuesday,
Feb. 24, through Thursday, Feb.
26, AACOG will host training
by the National Emergency Re-
sponse and Rescue Training
Center (NEERTC) on the spe-
cial challenges faced by re-
sponders in dealing with a
Weapons of Mass Destruction
(WMD) or terrorist incident.
The training will be held each
day from 8 a.m. to 5 p.m. in the
AACOG Board Room, 8700
Tesoro Drive, Suite 600, Class-
room #3, San Antonio.
This course is part of the Na-
tional Domestic Preparedness
Consortium’s curricula to im-
prove the abilities of jurisdictions
to combat domestic terrorism.
Upon completion of this training,
participants will be able to re-
spond to a WMD/Hazmat inci-
dent in a defensive mode. Re-
sponders will be able to preclude
the spread of the hazard to the
public and the environment. The
course will include lectures, in-
teractive exercises, and group sce-
narios. The Department of Justice
