County Accepts Bid
To Replace Bridge On
Fire Tower Road
County commissioners ac-
cepted an $86,700 bid Tuesday
from the Bass Concrete Com-
pany Inc. of Victoria for the
replacement of a Precinct 2
bridge.
Precinct 2 Commissioner
James McGallion said work on
the 72-foot-long bridge on Fire
Tower Road should begin by
the middle of June and should
be completed within 60 days.
McGallion said he would like
to see the new concrete piling
bridge completed before school
begins in the fall. The Texas
Highway Department reported
earlier in the year that the
bridge, which is on school bus
and mail routes, should be
replaced.
The basis of selection used by
the county was initial cost,
maintenance cost, expected life
of the structure and construe
tion time.
McGallion was also given
authority to hire an inspector to
oversee the replacement job.
In other action, commission
ers voted to pay a proportion
ate share of the cost of a
$100,000 planning study of a
proposed Southeast Texas Reg
ionaJ Planning Commission
three county solid waste dump
site
The cost to the county should
be about $8,500, but the pay
ment of the fee is contingent on
whether the other counties
agree the project is necessary
and pay their portions of the
cost of the study.
County Judge M R. "Pete"
McKinney said he believes the
three county site would be the
best avenue to take in view of
increasing fees to individual
counties to open new landfill
sites
The study would take one
and a half to three years, Me
Kinney said.
Commissioners voted to pay
the county's share of the bud
gel of SET. Inc., a three county
agency established last year to
promote the region and diversi
fy and expand the area's econ
omy.
The court approved the pay
ment of $6,030 to SET, Inc. if
research shows it is legal for
oounties to contribute to the
organization.
The court authorized McKin
ney to pay $860 a month for
three months for transports
tion of commodities given to the
county needy from Houston to
Beaumont.
The state usually pays for the
transportation, McKinney said,
but participation in the pro-
gram has increased so greatly
that the state has used the
money budgeted for 12 months
of transportation in nine
months.
About 20,000 pounds of com-
modities such as cheese and
butter are brought to the
county every month and distri-
buted to persons who need it.
Participation in the program is
growing as much as 10 percent
a month, McKinney said.
Commissioners agreed to pay
for the transportation if a
cheaper alternative mode of
transportation is not found.
Commissioners granted Sid-
ney Dauphin of Dauphin Enter-
prises authorization to place a
hangar at Hawthorne Field if it
is approved by the Federal
Aviation Administration.
Dauphin said the hangar will
be an at least 60 feet by 60 feet
metallic building on a concrete
slab and will be used to house a
turbo jet.
The court granted McKinney
permission to seek prices on
methods of protection of plate
glass windows in the county
juvenile detention facility. The
judge said some protection,
such as bars, is needed over the
windows.
McKinney was authorized to
sign an annual $3,500 contract
with the Kountze Public Li
brary for the use of the library
by all county citizens.
Commissioners gave Precinct
4 Commissioner J.D. Brown
permission to replace a truck
driver and an operator at the
budgeted salary. They also
authorized him to transfer or
advertise for sale several pieces
of used equipment in his pre
cinct and to advertise for bids
on a rubber tired tractor with a
side mower.
Commissioners tabled a bid
from Ted Johns of Beaumont
for the position of fixed base
operator at Hawthorne Field
until Johns can meet the air
port's board of directors.
Johns told the court the
airport needs a marketing stra
tegy to bring more pilots to the
field.
The court recessed until 3
p.m Wednesday
