tional Child Labor Committee

and women who gathered there today
at the opening of the fifth annual con-
ference of the national child labor
committee Sitting side by side in
the assemblage were statesmen phil-
anthropists and labor leaders all
united by a common interest in the
welfare of the youth of America
The presiding officer at the opening
of the conference was Professor Felix
Adler of Columbia TJniveYsity who is
chairman of the national child labor
committee Speakers to be heard dur-
ing the three days of the conference
include Governor Deneen of Illinois
exGovernor Folk of Missouri Piofes
sor Charles R Henderson of the Uni-
versity of Chicago Dr Henry Baird
Favill of the National Association for
the Study and Prevention of Tubercu-
losis and John Mitchell former head
of the United Mine Workers of Amer-
ica
While every phase of the child labor
problem is to be discussed the estab-
lishment by the national government
of a childrens bureau is the central
Idea of the conference Such a bu-
reau it is proposed should investigate
and report upon all matters pertaining
to the welfare of children and child
life and would especially Investigate
questions of infant mortality the birth-
rate orphanage physical denegeracy
juvenile delinquency and juvenile
courts desertion and illegitimacy em
ployment dangerous occupation acci
dents anddiseases of children of the
industrial classes legislation affecting
children in the various states and ter-
ritories and such other facts as have
a bearing upon the health effiriencjT
character and iraining of children
One of the features of the confer-
ence will bo a paper by Dr Thomas A
Rotck of Boston on the chronologic
and anatomic age in connection with
the Roentgen ray Dr Rotch is re-
garded as the leading American au-
thority on children and he will show
that laws designed to protect children
should tqke into account the anatomic
age rather than the chronologic age

and handicap winners medals for the
highest amateur averages and a
medal for the highest professional

thorities are adopting rigid precau-
tions to prevent any public disturb-
ance or demonstration tomorrow
which will be the fourth anniversary
of Red Sunday when Father Gapon
led a demonstration of the people be-
fore the Winter Palace and many
were killed by the troops Under or
ders of the prefect of police the
stieets will be thoroughly guarded to-
morrow by the police reserves and de-
tachments of Cossacks and dragoons

tete to be given at the Plaza tonight
for the benefit of the blind This
dance of the fancy head dresses is to
be an exclusive invitation affair it is
claimed that it will be the most bril-
liant and gorgeous of all the long list
of unique society events in which the
Four Hundied has indulged this
winter The notable patrons of the
affair include the Secretary of State
and Mrs Root the French Amabassa
dor and Mme Jusserand and the Brit-
ish Ambassador and Mrs Bryce
The grand ballroom of the Plaza
has been magnificently decorated for
the occasion English French and
American flags have been employed
liberally in the decorative scheme In
the center of the ballroom an im-
mense snowball has been suspended
and from it trails of red wistaria
have been carried to the sides and
corners of the room
Many of the women who go to the
ball will wear the headdress of Span-
ish and Dutch peasants Others will
appear with Venetian headdress and
Venetian ruffs Neckruffs are to be
a special feature particularly those of
the days of Queen Elizabeth

and music by queer instruments the
burning of incense and the saying of
many prayers for their ancestors the
residents of Chinatown ushered in
New Year last night and during the
early hours this morning Today the
observance of the holiday began in
earnest and for two weeks to come it
is safe to say that theie will be no
more business transacted in the re-
gion bounded by Mott Pell and Doyer
streets than is absolutely necessary
The celebration is almost entirely so-
cial The Chinese keep open house
ior their friends and in each house are
refreshments fruits and the Chinese
substitute for punch for all visitors
The entire population devotes itself to
making and receiving calls
The Chinese year is a lunar one
but its beginning is regulated by the
sun The new year begins on the first

forty years of distinguished service
in the aimy Colonel David A Xyle
was placed on the letiied list today
by operation of the age limit Colonel
Ljle leaves an enviable lecord behind
him in the service In addition to his
military caieer he has established a
leputation as an inventor and an au-
thor For five years past he hasbeen
stationed at Augusta Ga as com-
mandant of the Augusta Arsenal and
chief ordance officer of the depart
ment of the Gulf Besides his service
in the ordnance depaitment of the ar
my Colonel Lyle has long been prom
inently connected with the United
States Life Saving Service and it was
in connection with this work that he
evolved the famous Lyle Life Saving
Gun which is today in use on ships
and at life saving stations throughout
the world
