CRIME OF THE WEEK
February 16, 2000
On Wednesday, February 9, 2000, about 3:00 p.m. Eight 55
gallon metal drums painted blue with CAB TOP COAT printed on
the side were placed on the north loading dock of the HEB store.
By 3:00 p.m. on the next day, Thursday, February 19, 2000, five of
them were stolen and then between 9:00 and 9:35 p.m. two more
were taken.

Harper School Bookfair
We would like to encourage everyone to come to the
HARPER SCHOOL BOOKFAIR. The Bookfair will
be held at the school in the old gym from Feb. 28-Mar. 1.
The hours are as follows:

We will have books there for all ages-so everyone please

Linda Lively of Fredericksburg and Judy Brown of Harper are
among five members of the multi-disciplinary team of the Kids’
Advocacy Place in Kerrville who have been chosen from among
hundreds of applicants to attend Finding Words , the forensic child
interview training considered by many to be the best in the nation.
The course will be held in Minneapolis, Minnesota, the first week of
March, 2000. The five are: Carol Twiss, Kerr County Sheriffs
Office; Linda Lively, Fredericksburg Police Department; Judy Brown
and Connie Humphreys, Child Protective Services; and Donnie
Coleman, 198th Assistant District Attorney.
Without training in forensic interviewing of children, even the best
officers and social workers often lack the necessary skills to do an
effective interfview with a child victim. Children under 8 frequently
lack the life experiences to know exactly what has happened to
them and the vocabulary to explain it. Older, adolescent victims
many times have additional emotional difficulties which makes them
even more reluctnat to give the details of what happened to them
and how.
Video taping the child interfiews and sharing the tape among the
cooperating agencies does away with the need for repeated
interviews with the child. The detailed interviews are necessary to
assist not only in the investigation of the alleged offense but also in
the determination of the necessity for a medical exam and for
continuing services, such as counseling, for he victim and the
victim's family.
While the actual location of the Kids' Advocacy Place is in
Kerrville, the area served by Kids' Advocacy Place includes 7788
square miles, an area larger than each of five states. The
population is 118,007, and varies from 2,360 in Menard County to
43, 238 in Kerr County. It includes two state judicial districts (the
198th and the 216th) and 17 separate law enforcement agencies. In
that area in the year 1999, there were approximately 65 felony
cases indictments for child abuse, mostly sexual.
Kids' Advocacy Place puts into practice the philosophy that
children who are the victims of abuse should not be re-victimized by
the system designed to end the abuse and to heal their wounds.
