of the State of Texas, amend-
ing Section 48a of Article III
thereof.,, so as to provide for
contributions on the basis of
the full salary of members of
the Teacher Retirement Sys-
tem; providing for the sub-
'mission of the proposed
amendment to a vote of the
people at an election and for
proclamation, and publication
thereof.
HE IT RESOLVED RY TI<K
LEGISLATURE OF THE
STATE OF TKX/tS:
Section 1. That Section 48a
of Article 111 of the Constitu-
tion of Texas lie amended so
as to read as follows:
“Section 48a. In addition to
the powers given the legisla-
ture under Section 48, Article
III, it shall have the right to
levy taxes to establish a fund
to provide retirement, disabil-
ity and death benefits for per-
sons employed in the public
schools, colleges and universi-
ties supported wholly or partly
by the, state; provided that the
amount contributed by the
state to such fund each year
shall be equal to the aggre-
gate amount required by law
to be paid into the fund by
such employees, and shall not
exceed at any time six per
ceijtum (9%) of the Compen-
sation paid each such person
by the state and/or school dis-
tricts; And provided that no
person shall be eligible for re
tirement who has not render**
ten (10) years of CreditabU

and in no case shall any per-
son retire before either attain-
ing the age fifty-fire (55)
completing thirty (SO) years
of creditable service, hut shall

Section 2. The foregoing con-
stitutional amendment shaQ
be submitted to a vote of the
qualified electors of this state
at an election to be held oa
the fifst Tuesday after the
first Monday in November,
1968, at which election each
ballot shall have printed there-
on the following words:
“FOR the amendment to
Section 48a of Article III
allowing contributions to be
made on the basis of full
salary of members of the
Teacher Retirement System
of Texas.”
“AGAINST the amendment
to Section/48a of Article III
allowing contributions to he
made on the basis of full
salary of members of the

eron where she had surgery

exempt from ad valorem taxa-

from the warehouse by regu-
lated or bona fide private car-
rier, are held by the wa^-
houseman not longer than six
(6) months, and have a pre-
determined out-of-state destin-
ation at point of origin. The
books and records relating to
out-of-state shipments covered
hereby of such public ware-
houseman Shall be available
for reasonable inspection by
stored in a public warehouse
from ad valorem taxation.”

tion of The State of Texas, be
amended to read as follows:
“Section lia. In addition to
the bonds enumerated in Sec-
tion U of Article VII of thi
Constitution of the State o:
Texas, the Board of Regents of
The University of Texas may
invest the Permanent Uni-
versity Fund in securities,
bonds or other obligation^ is-
sued, insured, or guaranteed in
any manner by the United
States Government, or any of
its agencies, and in such bonds,
debentures, or obligations, and
preferred and common stocks
issued by corporations, asso-
ciations, or other institutions
as the BoArd of Regents of
Tha University of Texas Sys-
tem may deem to be proper in-
vestments for said funds; pro-
vidad, however, that not more
than one per cent (1%) of
said fund snail be invested in
the securities of any one (1)
corporation, nor shall more
than five per cent (5*:t) of the
Voting stock of any one (1)
corporation be owned; provid-
ed, further, that stocks eligible
for purchase shall be restricted
