The ‘Mission Economic Development Council
The Mission Economic Development Council will be spon-
soring the Third Annual “Celebrate Mission” at the Plaza de La
Lomita - Amphitheater located on the corner of Bus. Hwy. 83

The National Weather Service
The National -Weather Service will conduct a “Hurricane
Probability Workshop” for South Texas in Harlingen on Mon-
day May 21, 1984. The City of Harlingen has graciously
provided the use of the Harlingen Community Center ... 201
East Madison in Harlingen ... for the workshop. This is the
same burldmg where the annual Office of Emergency
Management (Civi I Defense)/National Weather Service
hurricane preparedness meeting has been held the past 2
years.
Free Real Estate Seminar
The public is invited to a free real estate seminar offered by
the McAllen Board of Realtors. The seminar will be May 15
1984 from 7:30 PM to 9:00 PM at the office of the McAllen
Board of Realtors located at 509 No I an a, McAllen, Texas.
Seminar topics will include “Foreclosure - Texas Style” with
Robert Geissler, an attorney with the firm of Ewers &
Toothaker, who is board certified in residential and commer-
cial real estate law and “Discount Points” with Dee Lemon,
Branch Manger of Valley Mortgage, whose discussion will in-
clude why points are necessary and who can pay them.
This seminar is a public service project of the McAllen Board
of Realtors Public Relations Committee. Seating is limited so
please make reservations by calling the board office at 682-
Vehicle And Mobile Home Park Seminar
A recreational vehicle and mobile home park seminar will be
held on the TSTI-Harlinge campus Wednesday, May 9, from
8:30 a.m. to 3p.m.
The program for park managers and owners is sponsored by
Valley Campground Owners Association, Texas Agricultural
Extension Service, Pan American University, and TSTI.
The seminar entitled “Management of RV/Mobile Home
Parks” will feature a variety of daily operational needs as well
as business and promotional information for increased
profitability. Call 425-4922.
Cinco De Mayo Pinata Bust
On Saturday, may 5, International House of Pancakes of
Mcallen will sponsor a Pinata Bust to benefit the Muscular
Dystrophy Association. The Parkinge lot of International
House of Pancakes, 1900 S. 10th will be the site of the event.
There will be a dollar donation for the pinata bust wihich will
start at 10:00 a.m. There will be live musical entertainment by
Pete Molina Y los tres reyes and also breack dancers to enter-
tain the crowd.
Garage Sale
Grace Christian School will be holding a garage sale this
Saturday, May 5th. The sale will be from hours of 9:00 a.m. to
6:00 p.m. You’ll find everything from baby clothes to furniture
at our convenient location on 132 N. Sugar Road in Pharr.
St. Margaret Church will be having a Spring Festival on May 6
at Chruch grounds. There will be games, music, food and a
Benefit drawing. Brand new Chevy, 4-door, Cavalier (loaded)
and 7 money prizes. Do come and enjoy a day of family enter-
tainment starting at 1:00 p.m. through 10:00 p.m.

Legion Convention in Pharr

Texas American Legion Com-
mander C. “Red” Sonntag will
speak before Legionnaires and
Legion 3/4Auxiliary members
from a 13-county southwest
Texas area during the annual
spring convention of the
Legion’s 15th District May 4-5
in Pharr.
Carr, an Austin resident and
past State Legion Commander,
will speak May 5 and Sonntag,
of Texas City, will speak May 6
during the meeting, which will
be held at Pharr’s Legion Pr ;;
New
Commis.
Sworn In
Pharr’s two new city com-
missioners and one re-elected
commissioners in ceremonies
at the Pharr Civic Center this
past Tuesday night.
The City Commission first
met for its regular monthly
meeting at city hall at 7:00 PM
and then recessed to hold the
swearing-in ceremonies at the
Civic Center. Approximately
150 people looked on as Mayor
Fidencio Barrera administered
the oath of office to re-elected
Commissioner Julian Aven-
dano and newly elected com-
missioners Lorenzo Garcia and
Leo Pruneda.
After the ceremonies, all
three candidates thanked the
crowd. The candidates men-
tioned the hard work which
went into the campaigns and
the various people who were
involved. They also pledged to
work hard for the city and fullfil
the seven goals they had set
during the campaign.
After the ceremonies, the
commissioners returned to city
hall to finish the regular
meeting.
The most controversial items
concerned some Planning and
Zoning cases which came
before the Commission.
Mrs. Eva Silva had requested
a Conditional Use Permit for
the purpose of establishing a
day care center at her residen-
ce at 1309 E. Helmer. When
she had gone before the Plan-
ning and Zoning Commission
last week, her request had
been denied because there
was a question about the
availability of oarking at the
site. Additionally, several
neighbors were very vocal in
their opposition to the permit.
At the city commission
meeting, three neighbors were
present to voice their op-
position to the permit. Mrs.
Rene Kita stated that “we have
a residential neighborhood and
I don’t want it commerialized.”
Her husband also voiced the
same concern and added that
the traffic would increase. Mr.

the present 15th District into
two Districts. Also on the
agenda will be the election of
delegates and alternates to the
August National Convention in
Salt Lake City and reports of
committee chairmen concer-
ning a number of programs
which benefit each Legion-

Commissioner Roberto
Ramirez moved to deny the
permit and was seconded by
Commissioner Jim Brewster.
However, this motion was
defeated. Another motion to
approve the permit, in spite of
the neighborhood opposition,
was approved, however-. Mrs.
Silva pointed out that her four
closest neighbors had agreed
to the change. She also added
that she currently has a
daycare in operation for six
children, for which she does
not need the city permit.
However, she intends to have
up to twelve children, which
would require her to have the
city permit.
Mr. Napoleon Garza was
requesting a change of zone
from Office and Professional
to General Business for the
building complex being built at
Jones and Cage Streets. When
he had gone before the Plan-
ning and zoning Commission,
the request had been denined
because there was a question
about whether he would be
able to meet the parking
requirements.
At the City Commission
meeting, Mr. Garza assured the
commission that he would
have enough space to meet the
parking requirements for the
commercial designation. The
city commissioners approved
the change.
Related to this, there was a
naire’s community.
Social gatherings scheduled
for the meeting include a
casino party and auction
following registration May 4
and a dance on the evening of
May 5.
The convention will draw to a
close May 6 with a memorial
service.
The 15th District, of which
Norberto Hunnefeld of
Harlingen is commander is
comprised of a 13-county area
from Brownsville north to
Eagle Pass and east to Devino.

off-premise permit to sell
liquor at the South Cage Plaza.
There was little comment on
the issue, and the commission
approved the off-site consurm
ption permit.
Two other requests for a
change of zone to commercial
use were also approved after
Planning and Zoning Com-
mission recommendations to
that effect. One site is at the
southwest intersection of
Sugar Road and the Ex-
pressway and the other is at
South Cage between Sam
Houston and McDonald
Streets.
In other business, the Com-
missioner approved six of
seven bids on the Community
Development Housing
Rehabilitation program. The
one bid not accepted was
tabled because one of the par-
ticipants could not meet the
additional requirements for his
share of the work to be done.
The item is to be taken up next
week.
The commissioners aslo took
the following action:
-approved a resolution
suspending a Rio Grande
Valley Gas Company request
for a rate increase.
-approved a request from the
Pharr San Juan Alamo In-
dependent School District for
the city extend water service to
the districts new FFA project
site east of Hall Acres Road

Pruneda
Wins
City
Run-off
Leo Pruneda won Saturday’s
city run-off election, beating
incumben Hector Villarreal for
the Place 4 position. Unofficial
results gave Pruneda 1,560
votes to Villarreal’s 1,160
votes.
Pruneda’s win in the hotly
contested run-off gave the
Pharr Progressive Party a clean
sweep of this year’s election.
The United Pharr Party had lost
two of its candidates during
the first election on April 7,
with the loss of one challanged
and one incumbent.
Pruneda took 57 percent of
the vote. This amounts to a
substantial win for the
Progressive Party since the
United Pharr group had
dominated city elections since
the early 1970’s. The win also
gives the Progressive Party an
overwhelming control over the
City Commission. The
Progressive Party supported
Mayor Fidencio Barrera, Julian
Avendano, Lorenzo Garcia, and
Leo Pruneda. Commissioner
Victor Garcia ran as an in-
dependent but was substan-
tially helped in his election by
the gains of the Progressive
Party. His position on the
Commission now becomes
crucial as a swing vote.
While the Progressive Party
controls the mayor and four
commission seats, the Mayor
has often been absent during
the last few months due to a
back injury. In the mayor’s ab-
sence, the commission will
probably be split 3-2-1, with
Commissioner Victor Garcia
the possible swing vote to tie
any motion. Commissioners
Jim V. Brewster and Roberto
Ramirez, whose positions will
be up for re-election in two
years, are part of the United
Pharr group. With Avendano,
who will probably be elected

75 Anos
En 1991
La semana pasada ciert-o
semanario publico un
periodiquillo celebrando el 75
aniversario de la ciudad de
Pharr. Debido a que fui objeto
de preguntas en cuanto a los
anos que tenia Pharr desde
que se establecio como ciudad
y luego de investigar, me en-
contre con la siguiente infor-
macion. La ciudad de Pharr
se establecio en el ano 1916,
no en el ano 1909 como afir-
man ciertas personas que
vienen del norte a nuestra area
presumiendo conocer la
historia del Valle. En el ano
1966 Pharr cumplio 50 anos, en
1991 Pharr cumplira 75 anos.
En ese ano este periodico, que
fue uno de los primeros en esta
ciudad, tendra una edicion
especial para conmemorar los
75 anos de existencia. Es
bastante lamentable que un
periodico engane a la gente
que tiene comercios con el
proposito de ganar dolares, sin
importarle lo que piensan los
ciudadanos. Pero, que se
puede esperar de este tipo de
personas que no tienen
escrupulos civicos, o morales.
No se sorprendan si dentro de
poco ven una edicion que
celebre los 500 anos de los
Estados Unidos.
