Superintendent

MARTINS MILL—The Martins Mill Independent
School Board of Trustees met in a special meeting on
Sept. 3, to discuss the ongoing dilemma of finding
and hiring a new superintendent.
The trustees took a step in the right direction with
the approval and appointment of Arrow Educational
Services to help locate a superintendent.
Arrow Education Service is operated by Dr.
Russell Marshall, current superintendent of Mabank
ISD and lead consultant, Jim Dunlap.
Marshall and Dunlap have extensive experience
with Texas school systems and schools in the East
Texas areas.
Services provided by Arrow Educational Services
include acting as an advisory board, assisting and
determining guidelines for hire specifically tailored
for the school and helping with the interview and
hiring processes.
“We want to bring in the right person that fits
the position well for Martins Mill ISD. We will
explore all of our options and make sure that the
applicant is what the district needs or want. We want
the selection of a superintendent to be a long-term
success,” said Marshall.
The Martins Mill Board of Trustees approved
the contract with Arrow Educational Services for a
projected $4,000 operating cost. The search and hire
for a new superintendent will take approximately 10
weeks to complete.

GRAND SALINE—
Grand Saline resident,
Darrell Toups, 64,
knows his bows.
Toups creates bows
and arrows in his
shop, and calls the
American Flatbow his
favorite. He is retired
as an emergency
management
coordinator from
Garland.
Toups has been
bowmaking for six
years, but has been
interested in archery
and woodworking
since boyhood. His
passion for bowmaking
and archery is evident
when speaking and
glancing around his
workshop.
Upon entering the
workshop, quivers of
arrows hang lazily

New Laws Go Into Effect
By David Kapitan
Staff Writer
The Texas Legal Code became a little more
extensive on Sunday, September 1, with more than
650 new laws taking effect. Laws that could have
the biggest impact are set to include:
-SB329: Prohibits Texans under the age of 18 from
using indoor tanning beds, even if the minor has their
parents consent. Prior to the September 1 enactment,
tanners ages 16 1/2 to 18 could use tanning beds
with their parents written approval.
-SB 21: Certain Texans seeking unemployment
benefits can now be subjected to undergoing drug
testing.
-HB 5: Lawmakers decreased the number of
standardized tests necessary for Texas high school
students to graduate from 15 to five.
Additional laws enacted include:
-HB 347: Expands the current limitations on
wireless communication device (cell phone) use in
an active school crossing zone to include the property
of a public elementary, middle, or junior high school
for which a local authority has designated a school
